The Democratic National Committee chairman assured supporters Thursday that a scaled-down convention would go on as scheduled in August in Milwaukee, Wisconsin."From the very beginning of this pandemic, Democrats have put the health and safety of the American people first. The Centers for Disease Control and Prevention issued new guidance that recent studies have indicated that cloth masks offer more protection against the coronavirus than previously thought.Previous guidance suggested that masks were best used for preventing the spread of the virus. The CDC now believes that masks are effective for both stopping the spread and reception of the virus. The CDC said on Tuesday that multi-layer cloth masks can both block up to 50 to 70% of fine droplets and particles and limit the forward spread of those that are not captured. Overall, cloth masks offer up to 80% blockage in human experiments. The CDC’s analysis found that cloth masks offer comparable protection as surgical masks.“Studies demonstrate that cloth mask materials can also reduce wearers’ exposure to infectious droplets through filtration, including filtration of fine droplets and particles less than 10 microns,” the CDC’s guidance said. “The relative filtration effectiveness of various masks has varied widely across studies, in large part due to variation in experimental design and particle sizes analyzed. Multiple layers of cloth with higher thread counts have demonstrated superior performance compared to single layers of cloth with lower thread counts, in some cases filtering nearly 50% of fine particles less than 1 micron.”The guidance says that mandatory mask wearing can help prevent the need to implement economic shutdowns.“Adopting universal masking policies can help avert future lockdowns, especially if combined with other non-pharmaceutical interventions such as social distancing, hand hygiene, and adequate ventilation,” the CDC said.In an interview with Andrea Mitchell of MSNBC, Dr. Anthony Fauci said that wearing masks is “two-way street.”"Recent data has now shown that as a matter of fact, there's also the added benefit to protect you from droplets and virus that's coming your way," Fauci said Tuesday on MSNBC."“You protect others," he added. The City of San Diego was awarded a million state grant that will help save food, save the planet, and save people.  The city will use a majority of the grant to convert its composting system at the Miramar Landfill into a closed system.  A news release from the city said that will reduce air emissions and continue to divert tons of food waste from the landfill.The City of San Diego currently keeps more than 100,000 tons of food waste out of the landfill by composting or making sure it’s diverted to food rescue non-profits before it’s thrown away.“It’s getting tossed because people don’t find the need for it or it’s got a slight cosmetic defect,” said Aviva Paley of Kitchens for Good, a food rescue that feeds hundreds of people a day by using food that could have been thrown away.“You can still make really good food with stuff that you just have to clean it up a little bit,” said Kitchens for Good Chef Trainer Theron Fisher.“It is so heartbreaking to see how much food goes to waste in this country,” said Paley.A portion of the state grant will allow Kitchens for Good to expand its operation.  It fed 35,000 people in 2016.  It would like to feed more than 50,000 by 2018.It would keep more food out of the landfill and feed more people who need meals.  Paley said one in six San Diegans go hungry every day.Another benefit for the Kitchens for Good program:  The cooks who prepare the meals are going through a 12-week training program to prepare them for culinary careers.  Paley said most of the participants have overcome obstacles from crime and drugs to mental disabilities.  The program opens them to a career they could otherwise never reach. 1718

The city attorney is cracking down on independent living facilities that are posing a danger to their residents - and potentially neighbors.City Attorney Mara Elliott's office is investigating about two-dozen of these facilities and prosecuting the operators of six, the office announced Wednesday. The facilities, often inside single-family homes, are unregulated and unlicensed. They provide physically and mentally disabled persons a last chance to avoid homelessness. But Elliott said the operators often take advantage of residents. She said this came onto her radar after investigating a home last year. "It was a horrible situation where 11 individuals were essentially being held captive in this home and didn't have sanitary facilities," she said. "The shower facilities were covered in feces, they didn't have food they didn't have ventilation, they didn't have access to telephones."On Wednesday, Elliott's office announced charges against two more facilities, one on Parkbrook Lane in Skyline and another on Brandywood Street in North Bay Terraces. Operators and owners are charged with violations including vermin infestations, blocked exists, improper plumbing, and fire hazards. People who live near the Parkbrook Lane home described shouting in the middle of the night, verbal harassment, physical fighting and graffiti. "We moved because of it," said one neighbor, whose first name was Tammy. The home had trash and old mattresses on the property. The owner, Evelyn Louise Peters, said the issues identified were only one-time instances and the trash accumulated after the home was vacated. Sherry Lynn Bennett, who manages the home in North Bay Terraces, said the issues are being dealt with."The owners have been doing all the repairs, everything is done, everything's back to normal, we've done everything the city's said," Bennett said. Bennett and Peters are charged with 22 misdemeanor violations of the health, safety and municipal codes.There is no telling how many of these facilities exist in the county. In December, a man living in an El Cajon independent living home was beaten to death with a frying pan. El Cajon police had responded to calls at the home 78 times in the year leading up to the event. 2241

The Food and Drug Administration is investigating an outbreak of Listeria that has killed at least one person.The FDA, CDC and public health officials are looking into ten cases of Listeria monocytogenes infections reported in Florida, Massachusetts and New York. One person has died, the only available information is that the person lived in Florida.Genome sequencing of the Listeria bacteria isolated from those infected shows the ten people in this outbreak are more likely to share a common source of infection, according to the FDA. Samples were taken from patients between August 6 and October 3.In interviews with nine of the infected people, they all reported eating Italian-style meats recently, like salami, mortadella, or prosciutto, according to the FDA.Public health investigators have not found a common type of deli meat or common supplier among the patients at this time.The patients in this outbreak range in age from 40-to-89 years old, and all of them needed to be hospitalized.Listeria can cause different symptoms, depending on the person and part of the body affected, according to the Centers for Disease Control and Prevention. Symptoms include headache, stiff neck, confusion, loss of balance, fever and muscle aches. 1251
