COLUMBUS, Ohio -- Republicans in the Ohio House of Representatives began a lame-duck session Thursday by passing a bill that would ban most abortions after the first detection of a fetal heartbeat. That milestone can arrive as early as six weeks into a pregnancy.The Republican-controlled House voted 58-35 Thursday in favor of the legislation, which does not include exceptions for rape or incest.The bill provides “a more consistent and reliable marker for the courts to use” when considering abortion laws’ constitutionality, said Rep. Christina Hagan, a Stark County Republican and the bill’s co-sponsor.The American Civil Liberties Union called the measure “a total abortion ban” and promised to sue if it becomes law. CONNEAUT, Ohio — Conneaut Councilman Phillip Garcia, 63, was arrested and taken to the Ashtabula County Jail in Ohio on Tuesday, according to employees at the sheriff's department.Court documents revealed that Garcia is being held on 26 felony charges.The 26-count indictment includes five counts of rape, four counts of corruption of a minor and two counts of sexual conduct with a minor. He was also indicted on 15 felony counts of compelling prostitution.Garcia, 63, the councilman for Ward 2 in Conneaut, serves as a member on the Parks and Recreation committee, Economic Development Committee and Public Service Department/Cemeteries committee. Ashtabula County Sheriff Bill Johnson said they've been investigating Garcia for two to three months. They launched the investigation into Garcia, who owns Phil's Catering after an employee came forward in June.The charges relate to five juveniles between the age of 13 and 17, according to the release.  The alleged sexual assaults took place between 1997 and 2005.Four of the alleged victims were employees of Garcia's catering business."We do have concerns that there could be additional victims who have not yet been identified, and we urge anyone with information pertinent to the investigation to come forward," said Attorney General DeWine.  1356

CORONADO, Calif. (KGTV) -- World War II veteran Tom Rice has a lot of war stories. “All that we did was new and experimental because we had experimental and brand new equipment that we weren’t supposed to tell anyone about,” said Rice.Rice grew up on Coronado. He joined the 101st Airborne Division as a paratrooper in 1941 after graduating high school.“I’d never been in a plane. I’d hardly ever seen any planes because I always lived right here.”After training in Georgia, Rice parachuted into Normandy on D-Day. “I’m in the door looking out straight and I could just see all the fireworks coming up. It was, it felt like a Fourth of July thing. When I stepped out, the prop blast hit me. So I’m hanging on the outside and the rest of the guys are going underneath me.”Rice landed safely even though a bullet struck his parachute. “I was black and blue for about three weeks.” He went on to win several Purple Hearts and France’s Legion of Honor.Despite being 97-years-old, Rice still parachutes out of an airplane every year on the anniversary of D-Day to pay tribute to his fellow paratroopers. “I’ll keep jumping until I’m 100.”In honor of his courage, Rice will be the Grand Marshal of Sunday’s Mother Goose Parade, the same parade he enjoyed with his children decades ago.“There’s going to be an awful lot of people there. It’s going to be something.”The parade is in it’s 72nd year. It begins Sunday, November 18, at 1 p.m. The route travels along Main Street from El Cajon Boulevard to 1st Street. 1514
