CHONGQING, Dec. 11 (Xinhua) -- Environmental sanitation workers from southwest China's Chongqing Municipality have collected 78,000 tonnes of garbage from the Yangtze River near the Three Gorges Dam, ensuring the dam's safe and effective operation after its water level was raised.More than 68,000 workers in nearly 21,000 boats retrieved the garbage.In late October, the water level in the dam was lifted to its designed maximum of 175 meters, allowing the dam to play its full flood control, power generation, navigation and water supply roles, said Wang Yuankai, a Chongqing municipal work administrator.Raising the dam's water level increased the surface area of water in the dam. It also increased garbage collectors' workload, with about 60 percent more garbage appearing.The cleanup operation helped ensure the water quality of the dam and its navigability.The Three Gorges Dam is the world's largest water-control and hydropower project.

Saturday launched a weekly direct flight service linking southern Taiwan's Kaohsiung City and Qingdao City in eastern Shandong Province.The service will operate on Saturdays. JINAN, Dec. 21 (Xinhua) -- A rural endowment insurance scheme, which is being operated on trial basis in part of the country's rural area, may bring an end to the tradition of rural seniors who depend on their children for financial support.Under the insurance scheme introduced in September last year, farmers across the country, who aged 60 years or older, each can receive a pension of 55 yuan (8.3 U.S. dollars) paid by the government per month."I never dreamed I would receive a pension like urban residents do," said Liu Fengyan from Nanlin Village, Pingyi County, in east China's Shandong Province."My wife and I receive 110 yuan in total each month and that is enough to subsidize our daily expenses," Liu told reporters.Liu, together with hundreds of thousands of other elderly rural Chinese across China, is one of the first to benefit from the insurance scheme.The Chinese government has vowed to expand the scheme 10 percent per year and cover the whole country by the year 2020.Those under the age of 60 will have to pay 100 to 800 yuan per year into a fund so they can draw the pension once they hit 60 years of age."Farmers are enthusiastic about the program, and nearly 90 percent of farmers in the pilot areas in Shandong have joined the scheme," said Liu Qianjin, deputy director of the Rural Social Insurance Department of the Shandong Provincial Human Resources and Social Security Bureau.Previous pension programs that were not widely accepted because their funding came from the farmers themselves. The new pension is different - it is government funded.The value of the pension differs across China, depending on the financial status of the relevant local government."My husband's mother can get 260 yuan pension each month. She was never covered by social insurance before," said Wang Huailan, 58, from Nancai Village, Shunyi District, Beijing.Wang herself is able to receive 347 yuan per month from the urban-rural residents' pension insurance program.In China's most impoverished province, Guizhou, 27 counties, or 30 percent of all counties, are covered by the pension scheme which benefits more than 1.91 million low-income farmers.By the end of 2010, the rural pension scheme will reach 23 percent of all Chinese counties, Minister of Human Resources and Social Security Yin Weimin said in a recent statement.China's elderly population is growing quickly, posing a new challenge for the government.The number of elderly people aged 60 years or over in China in 2009 grew by 7.25 million to more than 167 million, a report by the Office of the China National Committee on Ageing said.China has a population of 1.3 billion, with 56 percent of its citizens living in rural areas not covered by social security programs.The rural pension scheme -- endorsed by the State Council, China's cabinet -- will ensure the basic living standards of elderly Chinese in rural areas and help narrow the standard-of-living gap between urban and rural areas.Although it is a small sum of money, it is the start of a new era in China, Premier Wen Jiabao said in an interview with Xinhua at the end of 2009.

  

ISLAMABAD, Dec. 18 (Xinhua) -- Chinese Foreign Minister Yang Jiechi and his Russian counterpart Sergei Lavrov on Saturday night called for restraint from all parties concerned to avoid escalation of tension on the Korean Peninsula.During a phone conversation with Lavrov, Yang, who is accompanying Chinese Premier Wen Jiabao on a visit to Pakistan, said the situation on the peninsula has become tense recently and may further deteriorate.China firmly opposes any actions to cause tension and worsen the situation, and demands both sides on the peninsula show calmness and restraint, carry out dialogue and contact, and completely avoid any actions that would fuel the tension, Yang said.China hopes other concerned parties would do more to help ease the situation on the peninsula, he added.Yang said China insists that all parties concerned conduct dialogue and consultation, and seek a peaceful settlement of the dispute.China is willing to keep close communication and coordination with Russia to prevent the situation from deteriorating and getting out of control, and help maintain peace and stability on the peninsula and in Northeast Asia.Lavrov, for his part, said Russia attaches high importance to the developments on the peninsula, adding his country has expressed great concern to relevant countries and demanded utmost calmness and restraint from all parties concerned.Russia is willing to work with China to make active efforts to reduce the tension on the peninsula, he said.South Korea has declared plans for a live shell artillery drill in the tense waters southwest of Yeonpyeong Island on a selected date from Dec. 18-21 depending on weather conditions.The Democratic People's Republic of Korea (DPRK) on Friday urged Seoul to immediately stop its plans for the shelling exercise, warning it would deliver a second and third "unpredicted self-defense counterattack" that would be bigger and more powerful than the previous one.South Korea and the DPRK exchanged artillery fires near the Yeonpyeong Island on Nov. 23, which killed four South Koreans.

  

BEIJING, Nov. 10 (Xinhua) -- China's central bank moved a step further to tighten liquidity amid increasing inflation pressures as it ordered Chinese banks to set aside more reserves on Wednesday.The People' s Bank of China, or the central bank, announced it would raise the deposit reserve requirement ratio (RRR) for Chinese financial institutions that accept deposits by 50 basis points from Nov. 16, which was estimated to freeze more than 300 billion yuan (45.1 billion U.S. dollars).The order came on the eve of Thursday's release of China' s October consumer price index (CPI), which is projected, by some economists, to reach 4 percent.The RRR for the four big state-owned banks - the Industrial and Commercial Bank of China, China Construction Bank, Bank of China and Agricultural Bank of China - will stand at 18 percent once the rise takes effect.Further, Wednesday's move will raise the deposit reserve ratio for other large financial institutions to 17.5 percent and that for small-and medium-sized financial institutions to 15.5 percent.The adjustment is the fourth RRR increase the central bank has ordered for Chinese banks this year, and the first time it has done so since it hiked interest rates by 0.25 percentage points last month.Chinese experts believe combined concerns, ranging from the looming hot money inflows caused by the United State quantitative easing to the growing inflation risks and soaring assets bubbles, have caused the central bank to raise the RRR to rein in liquidity."The central bank announced interest rates hikes and the RRR rise within one month, as the U.S. 600 billion-US-dollar quantitative easing is likely to send more speculative capital flowing to the emerging markets, and domestic commodities prices continue to increase, " senior economist with the Asian Development Bank, Zhuang Jian said, adding that the RRR increase will trim the banks' credit capital, which will help curb market speculation inflows and stabilize commodities prices.China's central bank, on Oct. 20, announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points, the first interest rates hike in three years, as the nation's CPI hit a 23-month high to 3.6 percent in September.October's CPI is due to be announced on Thursday, while economists anticipate the October year-on-year inflation is likely to rise to 4.1 percent.Further, prices of China' s edible farm produce have witnessed consecutive increases since mid-October, as prices of 18 types of vegetables in 36 large and medium-sized cities rose by 4.9 percent during the week that ended Nov. 7, according to data released Wednesday by the Ministry of Commerce.Zhang Ping, head of the National Development and Reform Commission, said Tuesday that the nation's CPI is expected to exceed the government' s annual target of 3 percent.Also, the nation's real estate prices continued the upward trend in October, though at a slower pace, with property prices in 70 major Chinese cities increasing by 8.6 percent year on year in October, down from the 9.1-percent increase in September, the National Bureau of Statistics showed Wednesday.Li Huaiding, analyst with the Guoxin Securities Co., said Wednesday's rise would contribute to scaling back liquidity, but pressures still exist in the upcoming months, and the central bank may again increase interest rates before the end of the year.Additionally, the central bank said in a report issued on Nov.2 that it would gradually normalize the monetary policy from its counter-crisis mode and tighten control over liquidity to maintain moderate credit growth in the coming months this year.
