People all across San Diego are breaking the law to ease parking problems in congested neighborhoods. They're either painting over red curbs to add spaces, or they're adding red paint to the curbs near their driveways to keep people from blocking them in.Either way, it's illegal and the city deals with hundreds of complaints each year on its Get it Done website and app. City officials say it's most common in neighborhoods like Hillcrest, Pacific Beach and North Park, where the population is dense, and parking spots are at a premium.San Diego Municipal Code 82.14 says "No person shall paint or otherwise mark any curb, sidewalk or street surface without first complying with the requirements of this code." Although city officials say it's tough to enforce because it's hard to prove who painted the curb. The San Diego Police Department wasn't able to provide 10News with details on what the penalties could be.An SDPD Spokesman did say anyone who gets a ticket for parking in a red zone that may be illegal can appeal the citation here.In 2017, the city dealt with 222 reports of illegally painted curbs on the Get it Done website. They try to respond to all of them. Already in 2018, there have been more than a dozen. Aside from the Get it Done feature, you can report illegally painted curbs directly to the city's Transportation Engineering Office at 619-533-3126.  1410

Police are warning about a terrifying phone scam where the person on the other end of the phone says they are holding a family member for ransom.One woman said she received one of these calls and it was the most frightening call she ever received.Natalie Bruser was heading home from work when her cellphone rang from a number she did not recognize."I answered, and it sounded like one of my kids crying, and I couldn't figure out who it was," said Bruser, who has three children. "They were crying super hard, and so I was hysterical."The sobbing young woman said she had been kidnapped. Bruser thought it sounded most like her daughter Nicole, who is in her 20s."It seems that a black Suburban pulled up, and people got out with guns," she said. "And Nicole started screaming."A man then got on the phone and said if Bruser wanted to see her daughter again, she needed to drive over at a gas station off Interstate 75 in Springboro, and get money from an ATM.The man said police were on their tail, and then he told Bruser to stay on the phone and not call 9-1-1. The man also said Bruser needed to act quickly or they would harm her daughter, who appeared to be still crying in the background."She was crying heavily," Bruser said. "And I said, 'Nicole, please calm down. I need to hear your voice. I need to really hear that you're OK.'"But it was all a scam.Luckily, Bruser was able to yell for help, and someone nearby called the police. Officers quickly sorted the situation out.It turned out that there was no black SUV with armed men inside, there was no police car in pursuit, and as for Bruser's daughter Nicole, she was home resting."I'm freaking out at this point. I don't know if they have her hostage or not," Bruser said. "So Springboro police actually went and banged on her door, and she was sleeping, and so here she was safe at home."How the scam worksIt's called the "virtual kidnapping scam."According to police, the caller is not local and does not even know your son or daughter's name. But panicked parents will grab hundreds of dollars, then run to the nearest Western Union desk to wire money for the release of their child.Reports from around the country say this is a very effective scam. The scammers usually tell their victims to stay on the phone and not let anyone know what is going on or they will harm their child.As for the black Chevy Suburban filled with kidnappers carrying guns, the scammers have seen action movies where this is a common trope.In a moment of panic however, it's easy to miss all the holes in the caller's story.So be suspicious of any strange phone calls that appear to be from a family member in distress. (KGTV) — A Border Patrol agent and one man were taken to a nearby hospital after suffering heat-related illness on Otay Mountain.At about 1 p.m., Border patrol agents started a rescue involving four individuals, including one Border Patrol agent and three suspected migrants, according to U.S. Border Patrol.When agents arrived, an agent as located and taken to the hospital. Over the course of three months, a robber decided to test his luck not once but three times at the M Resort in Las Vegas.On Aug. 24, Gregory Bolusan reportedly entered the M Resort at 3:54 a.m. with a handgun and a backpack. He demanded that the cage employee hand over all of their money but was unsuccessful due to the employee fleeing the cage.Bolusan returned to the M Resort on Sept. 10 at 5:33 a.m. with the intentions robbing the casino cage again. This time he made away with ,589. Investigators were able to identify him because he wore the same clothing, drove the same vehicle and used a similar gun and backpack.In his final attempt, Bolusan returned to the M Resort on Oct. 28 and was able to use the same game plan to make away with ,480 – or so he thought.Bolusan was wearing different clothes during this robbery attempt but was driving the exact same vehicle, parked in the exact same spot, and entered the exact same doors as before. This led to M Resort security members apprehending Bolusan before he could get away with the cash.During the arrest, it was determined that he was driving a white 2010 Toyota Camry and that his gun was not real.Bolusan was booked into the Henderson Detention Center on several counts of attempted robbery, burglary. 1286

  

Pharmaceutical company Eli Lilly plans on distributing a treatment for coronavirus patients this week. The Food and Drug Administration (FDA) just gave it the green light.The antibody treatment is for patients over the age of 65 who have mild to moderate symptoms. Patients who are 12 years and up are also eligible if they have an underlying health condition.The FDA approval comes at a time when cases are going up again and hospitals are struggling to treat so many patients.Infectious disease experts say one of the biggest challenges for hospitals right now is to figure out where they want to administer the treatment.It is given through an IV and usually, IV treatments are given in an outpatient setting to cancer patients.“If you're talking about hospitals that have infusion centers for cancer and chemotherapy, that's not generally a place where they're going to feel comfortable taking COVID-19 patients in the contagious phase of their disease, because they also have highly immuno-compromised patients there,” said Dr. Shira Doron, a hospital epidemiologist at Tufts Medical Center.Some hospitals in the U.S. already have the resources and space to administer the treatment to COVID-19 patients, but many still don't.Another option would be to administer it in an emergency room, while still following the same criteria for who receives it.While there are guidelines for who receives it, cases are rising. That could add another limitation to how many patients get the new antibody treatment.“And then how will patients be referred to that facility? Will doctors know about that? And defining exactly which patients will benefit from this is somewhat still up in the air,” said Doron.Health and Human Services will be responsible for distributing the treatment. It will focus on states where hospitalizations and overall cases are high. 1858
