New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people. The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds. Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs. The introduction of rearview cameras allow drivers to see what was in that blind zone. 2042

New research may be hard for some dog owners to accept; the study found that dogs do not understand every word a human says to them. The researchers say dogs cannot hear subtle differences between words the way humans can. For example, the difference between “dog” and “dig” sounds different to human ears, but not so different to dog ears. The researchers came to their conclusion after measuring brain activity of family dogs by taping electrodes to the animals’ heads. They then played recordings of instruction words they knew, like “sit,” then similar-sounding nonsense words, like “sut,” and finally an unrelated nonsense word or sound, like “bep.”The dogs in the study, who were not trained ahead of the study, could quickly tell the difference between the instruction words and the unrelated nonsense words."The brain activity is different when they listen to the instructions, which they know, and to the very different nonsense words, which means that dogs recognize these words," lead study author and postdoctoral researcher at E?tv?s Loránd University in Budapest, Lilla Magyari told CNN.So, the good news is, yes, dogs are listening to human words and understanding some. However, brain activity showed a similar reaction in the dogs between the instruction word and the similar nonsense word.Dogs are renowned for their auditory capacity and ability to hear words and sounds, however the results show they may not be able to distinguish between subtle speech sound differences.Magyari says more research is needed to understand why this is."They may just not realize that all details, the speech sounds, are really important in human speech. If you think of a normal dog: That dog is able to learn only a few instructions in its life," she told CNN.The study was published this week in the Royal Society Open Science journal. 1845

North Korea has tested a "newly developed ultramodern" weapon in an event supervised by leader Kim Jong Un, state media said Friday, amid faltering nuclear disarmament negotiations with the United States.Very little is known about the weapon or whether it is even new, but the test is the latest sign that Pyongyang is prepared to return to a more militaristic relationship with Washington if talks continue to go poorly."He's tiptoeing towards a more aggressive posture in negotiations with the US and he's signaling that he's not going to give way and can simply return to his old practices if (the US) don't change their approach," Josh Pollack, senior research associate at the Middlebury Institute of International Studies at Monterrey, told CNN.North Korea's state news agency KCNA announced the test on Friday morning, providing no details on the location of the event and little information about the weapon itself other than it was "tactical" and had been commissioned "personally" by Kim's father and predecessor, Kim Jong Il.A South Korean government source with military knowledge told CNN the weapon was likely a piece of long-range artillery "likely to be a multiple rocket launcher.""As it is a tactical weapon test, we do not view it as a North Korean military provocation," the source said. 1320
