Several studies have shown current face-recognition systems more likely to err when identifying people with darker skin.The ACLU complaint said Detroit police “unthinkingly relied on flawed and racist facial recognition technology without taking reasonable measures to verify the information being provided." A loss-prevention worker later reviewed the video footage showing the suspect to be a Black man wearing a St. Louis Cardinals baseball cap.“Video and stills were sent to Crime Intel for facial recognition,” says a brief police report. “Facial Recognition came back with a hit" — for Williams.At the top of the facial recognition report, produced by Michigan State Police, was a warning in bold, capitalized letters that the computer's finding should be treated as an investigative lead, not as probable cause for arrest.But Detroit detectives then showed a 6-photo lineup that included Williams to the loss-prevention worker, who positively identified Williams, according to the report. It took months for police to issue an arrest warrant and several more before they called Williams at work and asked him to come to the police department. It's not clear why.Williams said he thought it was a prank call. But they showed up soon after at his house, took him away in handcuffs and detained him overnight. It was during his interrogation the next day that it became clear to him that he was improperly identified by facial recognition software.“The investigating officer looked confused, told Mr. Williams that the computer said it was him but then acknowledged that ‘the computer must have gotten it wrong,’” the ACLU complaint says.Prosecutors later dismissed the case, but without prejudice — meaning they could potentially pursue it again.The case is likely to fuel a movement in Detroit and around the U.S. protesting police brutality, racial injustice and the death of George Floyd at the hands of police in Minneapolis. Detroit activists have presented reforms to the city's mayor and police chief that include defunding the police department and ending its use of facial recognition.Providers of police facial recognition systems often point to research showing they can be accurate when used properly under ideal conditions. A review of the industry’s leading facial recognition algorithms by the National Institute of Standards and Technology found they were more than 99% accurate when matching high-quality head shots to a database of other frontal poses.But trying to identify a face from a video feed — especially using the ceiling-mounted cameras commonly found in stores — can cause accuracy rates to plunge. Studies have also shown that face recognition systems don't perform equally across race, gender and age — working best on white men and with potentially harmful consequences for others.Concerns about bias and growing scrutiny of policing practices following Floyd's death led tech giants IBM, Amazonand Microsoft to announce earlier this month they would stop selling face recognition software to police, at least until Congress can establish guidelines for its use. A California university is using testing and contact tracing to stop a large outbreak of Covid-19 among fraternity houses, according to media reports.The University of Southern California has reported at least 150 positive coronavirus cases. Los Angeles-area media reports that dozens of those cases were traced to three or four fraternities near campus.The fraternity houses are off-campus, and it is not clear if the infected people were fraternity members or just students renting a room for the summer.Dr. Sarah Van Orman, chief health officer of USC Student Health, does not believe the students got Covid-19 from a party."And because people live in close proximity, they sort of spread it to each other," Van Orman told ABC7. "It was not large fraternity parties, they were small gatherings, but unfortunately, it was enough to allow it to spread to these communities."Van Orman said the number of cases at the university “dropped dramatically.” She said since the first report of cases on July 9, the university has used continued testing and contract tracing to identify exposed people. 1102

A digital broadcast network jointly owned by the AMC, Cinemark and Regal chains is adding 200 movie theaters to its distribution of live events.The addition will happen throughout the next year to year-and-a-half in North American, Fathom Events announced this week. Fathom's expansion reaches to more than 1,100 total cinemas and 1,700 screens across the country, a report from Variety states. A child in Galion, Ohio tested positive for meth on Sunday, just hours after trick or treating in the small town located between Columbus and Cleveland, WBNS-TV reported. According to the Galion Police, the boy is expected to make a full recovery after suffering a seizure. The boy reportedly was sickened after playing with fake teeth that were given to him while trick or treating. The boy's father reportedly said that the boy only had a few pieces of candy before getting sick. The Galion Police has not confirmed how the boy became sick from meth, and an investigation is underway. In the meantime, the police department has issued a warning to its residents. "We encourage parents to thoroughly check any candy your children may have received before they eat it," the Galion Police Department said. An expert on Halloween sadism, Joel Best, has previously said that intentional tainting of trick or treat candy is generally rare.“There is this fear out there, and it is terribly overblown,” Best said. “They are worried that some maniac will hand them a contaminated treat, and I can’t find any evidence that has ever resulted to a death or serious injury.” 1201

A fatal crash that closed the westbound lanes of I-696 near Detroit Tuesday involved a driver who ran out of gas on the side of the freeway. The Michigan State Police said a driver that ran out of gas was parked on the right shoulder. His father came to the scene to bring gas. As the driver was filling his tank with gas, and his father sat in his car with the child of the stranded driver, another driver on the freeway lost control and hit both vehicles. The driver filling his tank was pronounced dead at the scene. The driver of the car that lost control sustained minor injuries. MSP said the suspect driver is in custody and a blood draw was performed at a nearby hospital. There are no indications of alcohol or drugs at this time, said MSP. Speed does appear to be a factor, MSP said. The freeway reopened shortly before 5:30 p.m. 897
