SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction.In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students. SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time.They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks.When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court. SAN DIEGO (KGTV) — Naval Medical Center San Diego has been selected as one of a handful of sites to participate in a coronavirus vaccine trial.The medical center will participate in phase III trials for vaccine candidate "AZD1222" developed by AstraZeneca, according to the Department of Defense. The trial is looking for participants who are at the greatest risk of the coronavirus, including:Working in an essential job, such as healthcare professions, emergency response personnel, grocery workers, meat-packing plants, restaurant staff, public transit, etc.;Living in densely populated residential environments;Living or working in congregated living facilities such as correctional facilities or nursing homes; and/orA member of a community that has been hardest hit by this pandemic, such as older persons, persons with underlying health conditions, and racial/ethnic groups such as African Americans, Latino, and Native American populations.RELATED: UCSD to participate in national COVID-19 clinical trial, looking for volunteersThe trial is part of Operation Warp Speed, which intends to have a safe and effective COVID-19 vaccine and therapeutics by 2021. SAN DIEGO (KGTV) – Police are looking for the person suspected of using an incendiary device to intentionally start a fire at a San Diego police substation in Logan Heights.At around 11:15 p.m. Monday, officers responded to reports of a fire in the rear parking lot of the Central Division substation in the 2500 block of Commercial Street.Responding firefighters put out the fire before it caused serious damage. No injuries were reported.The Metro Arson Strike Team was called in to investigate the incident after it was determined the fire was sparked by some sort of explosive.Police are viewing trolley security camera footage as part of their search for the suspected arsonist responsible for the blaze. 717
