SAN DIEGO (KGTV) — Uber recently released a safety report highlighting the number of sexual assaults reported by passengers between 2017 and 2018.In the two years, nearly 6,000 people reported being sexually assaulted. Of those, 464 reported being raped.“When you get in the car you should be able to feel safe, like nothing is going to happen to you,” said attorney Mike Bomberger. "It doesn’t take a rocket scientist to realize the changes of that happening are going to be exponentially lower."Uber has already started doing this in some states."I hope their intent is to roll that out in other states as well because that is the single biggest way they’re going to prevent women from being harmed and assaulted," said Bomberger. SAN DIEGO (KGTV) - University of San Diego officials Wednesday named former men’s head basketball coach Lamont Smith as the college employee involved in the campus admissions bribery scandal known as “Operation Varsity Blues.” The initial indictment, released earlier in March, alleged real estate developer Robert Flaxman paid about 0,000 to get his son in the “side door” with the help of a USD coach. Federal documents claim an FBI witness and Smith worked to accept Flaxman’s son, an Industrial Systems Engineer Major, as an athletic recruit, although he did not play basketball. SAN DIEGO (KGTV) – Wearing masks and social distancing, churchgoers in Mira Mesa gathered outside of the Good Shepherd Parish Wednesday for a special Veterans Day mass.Under San Diego County's latest move into the purple tier, outdoor mass will be the new normal for the church until we move back into a less restrictive tier.“We want to protect the people,” said Father Michael Pham, a pastor at the Catholic church. “Health is important.”He said since reopening, the church has offered services inside at a limited capacity, outside and online. By Saturday, indoor operations will cease due to the county falling back into the purple tier.“We want to comply with the state and health department,” said Pham. “It’s a challenge, but people seem to adapt very well.”While Pham plans to comply, some others are pushing back.Skyline Church posted a lengthy statement to its website, reacting to news of the purple tier. Part of the message said, “Regardless of what tier the governor assigns to San Diego County, our Board, Trustees, and staff all agree that it is necessary to remain open for the overall health and well-being of our communities.”We saw this happen during the last round of closures. SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies.
