(CNN) - A former Capitol Hill staffer said Rep. Duncan Hunter grabbed her behind at a party in downtown Washington in 2014, adding a new element of impropriety alleged against the embattled California Republican, who is charged with using campaign funds to pay for vacations and to finance extramarital affairs.Rory Riley-Topping, a former subcommittee staff director on the House Veterans' Affairs Committee, told CNN in an interview that she was at a bar after an annual dinner held by the National Republican Congressional Committee when Hunter approached her, appearing, she said, to be intoxicated."Duncan Hunter had told me that he wanted to talk to me about Agent Orange, which is an issue the committee was dealing with at the time. I politely said, 'Great. I'll get in touch with your staff.' And he kind of leaned in and said, 'No, I want to talk to you about it,' and had reached over and pulled himself in very close with his hand on my behind," Riley-Topping said.RELATED: Prosecutors: How Rep. Jon Runyan of New Jersey, a member of the committee she worked on who has since retired, and told him what had happened. "This is gross. This is what happened: Duncan Hunter just grabbed my ass. I don't want to be here anymore," she recalled in the interview.CNN has reached out to Runyan. Two former colleagues of Riley-Topping and her then-fiancé, who is now her husband, told CNN that Riley-Topping had told them about the incident soon after it happened.Hunter was charged in August with wire fraud, falsifying records and campaign finance violations, and, in an indictment, prosecutors described a lavish lifestyle with trips to Italy, private school tuition payments and bar tabs allegedly funded by campaign donations.RELATED: Motion: San Diego Congressman Duncan Hunter spent campaign funds on "desire for intimacyHe agreed last year to step down from his congressional committee assignments, though he later went on to win reelection, defeating his Democratic opponent after a campaign widely criticized for its anti-Muslim themes.In court filings this week prosecutors also described how Hunter used campaign funds to support five separate extramarital affairs -- allegedly paying for ski trips and nights out with five different women, including lobbyists and staffers.Hunter has pleaded not guilty to the charges, and CNN has reached out to his congressional office for comment on the allegation by Riley-Topping.Riley-Topping first shared her story with RT, the cable news network funded by the Russian government, earlier Wednesday after an anchor on the channel who is a personal friend invited her on to talk about the experience, and to provide legal analysis on the Hunter case, Riley-Topping told CNN.Riley-Topping, who is now a consultant specializing in veteran law, said she did not report the incident at the time to her supervisors because it was the kind of behavior that was common on Capitol Hill then."This kind of stuff happens all the time. Even though it was something that felt inappropriate, it also unfortunately didn't seem unusual and I felt I was not physically injured, I wasn't raped," Riley-Topping said.Several lawmakers have recently resigned after the national sexual assault reckoning swept into Congress. In December, Congress passed sexual harassment legislation to oversee the way sexual harassment claims are made and handled on Capitol Hill.Riley-Topping said that she decided to leave her job in Congress because of the alleged incident with Hunter, and she resigned months later. 3716

Six-month-old Jasmine Miller died while under the care of Johnson at her home daycare center in North Park in 1997. Johnson found guilty of assaulting Jasmine and sentenced to life in prison. Prosecutors argued Johnson was frustrated by the baby's crying, pointing to the accepted signs of Shaken Baby Syndrome: Bleeding behind the eyes, and bleeding and swelling in the brain."We've seen a major shift in the science of Shaken Baby Syndrome," said Mike Semanchik, managing attorney with the California Innocence Project at California Western School of Law.According to Semanchik, "based on the science we know now, the jury at the time would not have found Suzanne Johnson guilty." Medical consensus now says those telltale signs of shaken baby syndrome can be caused by various medical conditions and accidental falls from short heights.Johnson says Jasmine fell out of her high chair but seemed okay, before becoming unresponsive hours later."The evidence supports an equal theory for a fall, as it does for an intentional act," said Semanchik.The science has not been enough to persuade the courts. All appeals for a new trial have been rejected."Missing her has been pretty horrific," said Sharon Johnson, Suzanne's daughter-in-law. She describes her mother-in-law as a loving woman who has remained positive, leading bible study and other groups in prison. She's up for parole in 2020, but Sharon hopes a petition for clemency on the governor's desk will be granted."She's 74. She's been wrongly incarcerated for 20 years. We just want her home," said Sharon Johnson. Semanchik says new evidence also shows paramedics forced a breathing tube down the baby's esophagus rather than her windpipe, an error that could have contributed to her death.A spokesperson for the District Attorney's office says they are in touch with Jasmine's family and remain opposed to the clemency petition.Former District Attorney Bonnie Dumanis, who did not support arguments for a new trial, has submitted a letter in support of the clemency petition."She has done well in prison. She is no longer a threat to society. I support her being let out one year early," said Dumanis. 2338

LEMON GROVE, Calif. (KGTV) - A local city councilman is making a desperate plea for tips tonight after his wife was attacked outside their home. It happened just off Palm Street after 5:30 a.m. Saturday. A disturbing picture of the incident was painted in a Facebook post by Lemon Grove City Councilman David Arambula. He writes that his wife was "brutally attacked' while going to the trash can. He adds that the attacker, "opened our gate, then hit her over the hit her over the head with a block of wood. This was completely unprovoked and unexpected."One neighbor described her as traumatized, conscious and suffering a head wound. Deputies say the 38-year-old woman escaped into her home, while the man ran off. The motive remains a big mystery. Neighbors say they've had issues with people wandering the area, high on something."There is a sober living facility a few blocks away. We've had a few incidents of people in their own zone, yelling and screaming - but nothing violent," said neighbor Tim Bossard.Arambula posted on Facebook that his wife is "getting better."The attacker is described as a black man about 30 years old, 5'9", and 175 pounds. He was wearing a white shirt, dark denim shorts, high socks, white shoes, sunglasses and a blue hat.
