SAN DIEGO (CNS) - A Julian man was behind bars Tuesday on suspicion of fleeing after the car he was driving struck and fatally injured a bicyclist on a rural road east of El Cajon.Craig Wendell Nelson, 56, was heading east on Dehesa Road near Singing Hills Golf Course when his 1993 Mitsubishi Mirage veered into a bike lane east of Willow Glen Drive and hit Kevin Wilson of La Mesa from behind about 10:45 a.m. Monday, according to the California Highway Patrol.Medics took Wilson, also 56, to Sharp Memorial Hospital in San Diego, where was pronounced dead.Following the crash, Nelson allegedly kept driving to the east and south before pulling over on Sloane Canyon Road and fleeing on foot, CHP public- affairs Officer Travis Garrow said.Officers eventually found the abandoned vehicle, and a helicopter search crew spotted Nelson in a nearby brushy area. He was arrested and booked into San Diego Central Jail on suspicion of vehicular manslaughter and hit-and- run.Nelson was being held on ,000 bail pending arraignment, tentatively scheduled for Thursday afternoon. 1083

SAN DIEGO (CNS) - A San Diego federal judge largely upheld California's private prison ban in a ruling stemming from dual lawsuits filed against the state by the Trump administration and a private prison firm.U.S. District Judge Janis Sammartino issued a preliminary injunction Thursday upholding in most respects Assembly Bill 32, which took effect Jan. 1 and prohibits the operation of private detention facilities statewide.By 2028, the law would bar all inmates from being held at privately owned facilities. The law also prohibits agencies from entering into new contracts for privately owned detention facilities or renewing existing contracts at currently operating facilities.The federal government and private prison firm The GEO Group argued that the law is unconstitutional because it encroaches on the government's operations to house federal inmates by unlawfully allowing a state government to regulate federal operations.Additionally, the government has argued that private facility closures will force the relocation of thousands of inmates at high cost to taxpayers, with inmates also forced to be incarcerated at greater distances from their families, especially if they are relocated out of state.The GEO group alleges that it will lose around 0 million per year in revenue if forced to close down its California facilities and could lose more billion in capital investment and revenue over the next 15 years.Sammartino ruled that AB 32 is a regulation of private detention contractors rather than the federal government and its operations and disagreed with plaintiffs' arguments that AB 32 interfered with congressional objectives to house detainees in private facilities, except in respect to United States Marshals' detainees.Sammartino wrote, "Congress clearly authorized USMS to use private detention facilities in limited circumstances, such as where the number of USMS detainees in a given district exceeds the available capacity of federal, state and local facilities."As AB 32 would prevent the use of private facilities when no available space exists in other facilities, she preliminarily enjoined enforcement of the ban in regards to USMS detainees, but it remains in effect for the U.S. Bureau of Prisons and ICE.According to court papers, 1,100 USMS inmates in California are housed in private detention facilities, representing about 22% of USMS statewide.Among those inmates, many are housed at San Diego facilities that include the Metropolitan Correction Center, Western Region Detention Facility, and Otay Mesa Detention Center.The United States and the GEO Group can file amended complaints within the next three weeks, according to Sammartino's order. 2706

"Their work brings a small measure of justice."Moore also thanked the public for their concern regarding the case."We are better when we share the responsibility of making sure every member of our community is safe," Moore tweeted.San Diego police assisted in the arrest of the Hollywood resident, the LAPD reported.Details about the alleged assault were not released, but according to media reports, an investigation was launched after videos surfaced that appeared to show him assaulting an underage teen girl he was reported to have been dating.The 16-year-old alleged victim said in an interview with "DramaAlert" YouTube channel host Daniel "Keemstar" Keem she had been dating the 33-year-old Diaz for the past 18 months while she was underage and was emotionally and physically abused.On July 5, the alleged victim's mother posted a video clip to her daughter's Instagram page that showed Diaz screaming at the teenager, Newsweek reported.Keem posted a longer version of the clip that showed Diaz yelling at the girl and saying she should "kill herself" and "die."The teen and her mother said they have both filed restraining orders with the Los Angeles Police Department, Newsweek said.Diaz, who has claimed the video depicted an acting exercise and not an actual assault, was being held in lieu of 0,000 bail, according to the LAPD.In June of 2018, Diaz was arrested on domestic violence charges for scratching and bruising his girlfriend at the time. SAN DIEGO (CNS) - A motorist suffered serious injuries Thursday morning when the person's vehicle crashed into a wall on an Interstate 8 transition ramp in the Mission Valley area.The crash was reported around 1:15 a.m. on the I-8 west transition ramp to northbound state Route 163, according to a California Highway Patrol incident log.CHP officers responded to the scene and found a vehicle had crashed into a wall, leaving it with major front end damage, according to the incident log. The driver was taken to a hospital for treatment of major injuries.No details about the driver or the vehicle were immediately available.CHP officers were investigating the circumstances leading up to the crash. 708

  

SAN DIEGO (CNS) - A person at Southwestern College has tested positive for tuberculosis and may have exposed others to the disease, the San Diego County Health and Human Services Agency announced Tuesday.The agency is working with the college to notify people who were possible exposed to TB. The period of possible exposure is from last Sept. 10 through Feb. 21, according to the HHSA.Tuberculosis is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed do not become infected."We are recommending that all the identified people get tested to make sure they are not infected," said Dr. Wilma Wooten, the county's public health officer. "Early diagnosis and prompt treatment can prevent the infectious form of the disease."The HHSA and college are reaching out to students and other members of the public who possibly interacted with the positive-testing individual. They can go to the college's Student Health Services Student Center, Room 601F, 900 Otay Lakes Road, Wednesday and Friday from 8 a.m. to 3 p.m.Affected college employees will be tested separately by Occupational Health.The infected person was not publicly identified, nor did officials specify whether it was a student or staffer.Symptoms of active tuberculosis include persistent cough, fever, night sweats and unexplained weight loss. Tuberculosis can be treated and cured with medication. People who have TB symptoms or are immuno-compromised are encouraged to see their medical health care provider to rule out TB.Tuberculosis is not uncommon in the San Diego region but has been decreasing since the early 1990s and has stabilized in recent years. In 2013, 206 cases were reported in the county, the lowest number since local TB cases peaked at 469 in 1993. There were 237 cases reported in 2017 and 226 in 2018. Last year, 265 local residents were diagnosed with TB. 1927
