Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) - San Diego firefighters Thursday are attempting to rescue a window washer stuck in a harness outside the fourth floor of an apartment complex in University City.The rescue started about 2:30 p.m. on Palmilla Dr. at Regents Rd. at the La Regencia Apartments.UPDATE: Firefighters lowered the window washer to the ground. Kerow's wife, 36-year-old Muna Salad Kuri, was found dead in her apartment in the 4000 block of Van Dyke Ave., police say.Family members say they last heard from Kuri on Saturday.RELATED: Woman finds sister dead in City Heights homeWhen Kuri's sister came to the apartment to check on her Monday, there was no answer and the landlord unlock the door. SAN DIEGO (KGTV) - San Diego lawmakers responded Friday to President Donald Trump’s comments about border wall construction and funding as the government shutdown stretched into day 13. Trump declared he could keep parts of the government closed for "months or even years" as he and Democratic leaders failed in a second closed-door meeting to resolve his demand for billions of dollars for a border wall with Mexico. “We did a lot of wall in San Diego,” Trump said at a White House news conference. “They wanted it very badly.” Trump cited concerns about the U.S.-Mexico border, including entry by terrorists, drug smuggling, and human trafficking. San Diego County’s congressional representatives emailed comments to 10News regarding the president’s statements. “San Diegans view our proximity to Mexico as an opportunity, not a threat, and we recently celebrated building a bridge between our two countries – not a wall – a bridge with adequate customs staffing so people can travel back and forth easily, and legally,” wrote Rep. Scott Peters. “San Diegans want smart, innovative border security – not the wasteful wall that President Trump wants to build as a monument to himself.” Congressman Duncan Hunter, San Diego County’s lone Republican representative, issued a statement through his public information officer. “Congressman Hunter believes President Trump needs to stand strong on the issue of border security and his description of it as a ‘national emergency’ means he has a firm grasp of its importance. SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491
