NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. No Crime Stoppers reward will be given to the woman who alerted police of the Waffle House shooter's whereabouts after he killed multiple people in Antioch. That's because the woman did not submit a tip through Crime Stoppers, instead, calling 911 with the suspect's location. "I get goosebumps talking about it," Lydia French said as she recalled the day that the suspect was caught. French spotted the man coming out of the woods near her worksite, next to where the suspect lived, when she called police. She then spotted the suspect a second time and called 911 again. "When he came out of the woods the second time and I got a good look at him, oh, I knew. I knew for sure. I called 911 back the second time and said, 'Your guy is right here. It's him,'" French said.She said police responded immediately."It was crazy. I've never seen so many vehicles just storm an area like they did," she said. While French called in the tip to 911, she was surprised that she wasn't given a reward from Crime Stoppers, and many others were confused about the situation as well."Unfortunately, we cannot pay the reward on this as Crime Stoppers was contacted after they advised the police department," an email from Crime Stoppers read.Crime Stoppers is a separate entity from the police department. "I actually thought they were hand-in-hand," French said. According to Liz Parrott, the chair of Nashville Crime Stoppers, to get a reward from Crime Stoppers, tipsters have to call the tip line, (615) 74-CRIME, or submit the tip through their mobile app. In the case of the Waffle House manhunt, French called 911. She never called Crime Stoppers, not until a month later to inquire about the reward. Crime Stoppers is designed to get tips in cold cases or in cases where someone with information wants to remain anonymous, and it generally isn't used in active crimes like the Waffle House manhunt."Anytime there's an active crime in progress, 911 is always best," Parrot said. While French said it isn't about the money, she wanted to get her story out so the public would know in the future: If you want the Crime Stoppers reward, you need to reach out to Crime Stoppers before the police. "I'm glad I could do what I could do to make the community and everybody feel safer, I just hope the families get justice," French said.French was given a ,000 reward from the TBI for her assistance in the case.  2478

  

North Korean leader Kim Jong Un responded to President Donald Trump's speech before the United Nations where Trump vowed to "totally destroy" the nation if it threatened the United States or its allies. Although the two nations are not formally at war, clearly the two leaders are in a war of words. "The United States has great strength and patience, but if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea. Rocket Man is on a suicide mission for himself and for his regime," Trump said earlier this week. Kim issued a statement Thursday evening, not backing down to Trump's hard-line stance."I will make the man holding the prerogative of the supreme command in the US pay dearly for his speech calling for totally destroying the DPRK," Kim said. "Whatever Trump might have expected, he will face results beyond expected." "He is unfit to hold the prerogative of supreme command of a country and he is surely a rogue and a gangster fond of playing with fire rather than a politician," Kim added.Both sides have stepped up their posture toward one another. North Korea has fired missiles over the coast of Japan, and has tested atomic weapons. Meanwhile, the United States has added patrols of the region.  1299

  

NEW YORK (AP) — Nearly six months after the coronavirus forced its closure, the 9/11 Memorial Museum will be reopening on the anniversary of the terrorist attacks next month. The memorial plaza had been open to the public with social distancing restrictions since early July, but the museum remained closed as did other cultural institutions. The anniversary day re-opening will be reserved for families of those killed in the 2001 attack and the 1993 World Trade Center attack. The public will be able to visit starting Sept. 12. Pandemic restrictions will be in effect, such as a limit of 25% of capacity, and a requirement to wear masks. 648
