NANCHANG, April 29 (Xinhua) -- Chinese Ministry of Commerce released regulations concerning foreign investment in China's central region here Thursday.The region - which includes the provinces of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan - should attract high-end green industry with policy incentives and guidance, the regulations say.It should give priority to manufacturing while eyeing investment in other sectors like agriculture, sophisticated processing industries, trade, finance, education, culture, tourism and leasing.The region should nurture business-friendly policies and slash transaction costs to attract businesses considering moving inland from the coastal regions.The rules call for rectifying any practices that disrupt business operation, including authorities' arbitrary law enforcement.The rules also urged a market-oriented administration system consistent with international rules.The ministry also pledged to establish state-level industrial transfer demonstration zones and to improve provincial industrial parks.

The disaster has left 30 dead and 18 missing, according to latest official figures.Villagers carry their belongings in the flood at Shanglang Village of Gupeng Township in Xincheng County in south China's Guangxi Zhuang Autonomous Region, June 2, 2010.More than 80,000 local people had been evacuated from their homes as of 7 p.m. Wednesday, said a notice on the ministry website.More than 2.1 million people in Guangxi were affected by the disaster and more than 4,200 homes had been damaged, the notice said.The ministry had allocated a batch of relief materials, including 2,000 tents, the notice said.Guangxi's regional civil affairs department also initiated a level-IV emergency response plan Wednesday noon, allocating 1,200 tents and 1,000 cotton quilts to help settle victims.Under a level IV plan, the lowest of the four responses, the committee and the ministry should send a working team within 24 hours to the disaster zone and allocate relief materials within 48 hours.According to the ministry's working regulation on emergency response issued last year, emergency response plans should be initiated to help with relief work in natural disasters across the country. The level depends on damages and losses as well as the number of affected people.

  

BEIJING, May 17 (Xinhua) -- The Chinese government is pushing for the restructuring of major state-run news portals - including cctv.com and xinhuanet.com - to allow them to "establish a modern enterprise system," launch initial public offerings (IPO) and abandon the "iron rice bowl" concept.Ten major news portals are involved in a pilot restructuring project: the websites of state broadcasters China Central Television, Xinhua News Agency, People's Daily, Beijing's qianlong.com, Tianjin's enorth.com.cn, Shandong's dzwww.com, Shanghai's eastday.com and Zhejiang's zjol.com.cn among others.The websites are currently affiliated to news organizations run by central and local governments.According to a symposium on the restructuring work Monday in Changsha, capital of central China's Hunan Province, the restructuring plans for people.com.cn and xinhuanet.com have been approved.The pilot project, initiated last October, covers shareholding reform, establishment of a modern enterprise system and IPOs to "strengthen the competitiveness" of the news portals.According to the symposium, the website operators have actively engaged in the development of search engines, cell phone news services, cell phone TV services, Internet TV, e-commerce, online cartoon games and other new media areas, which have strengthened their capacities.The operating income of people.com.cn and xinhuanet.com have witnessed "big growth," the symposium said.Domestic commercial news portals like sina.com.cn and sohu.com are listed overseas.The step is part of Chinese government's efforts to reform China's cultural industry in a bid to promote Chinese media and cultural enterprises' global influence and boost the nation's soft power.

  

BEIJING, April 28 (Xinhua) -- The severe drought in southwest China has broken after six falls of rain in the past month, Chen Zhenlin, spokesman with the China Meteorological Administration (CMA), said here Wednesday.The rain occurred from March 22 to April 26 and ranged from 50 to 100 millimeters.The drought had parched the southern areas of Yunnan Province, the northeast regions of Guizhou Province, and the eastern and southern parts of Guangxi Province, Chen said at a briefing.The drought was among the most severe in decades, having a serious impact on people's lives and economic development.More than 20 million people and 10 million farm animals were affected by water shortages at the drought's peak.The CMA dispatched 28 teams and expert groups to drought-hit areas to enhance drought-relief work and seed clouds after the drought began last autumn.
