BEIJING, April 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu said Wednesday significant progress had been made in relief work in Yushu region since it was hit by a strong earthquake a week ago."Rescuers have reached all affected villages, all the injured have been cured or are being treated, all the seriously injured have been transferred for treatment outside the quake zone, and all survivors have emergency shelters," Hui said at a meeting in Beijing. The State Council, or Cabinet, meeting on quake relief started Wednesday morning with a brief silence in respect for the dead, which numbered 2,183 by Wednesday afternoon.A medical worker of the Chinese public security frontier defense troop helps Zhaxi Deleg of the Tibetan ethnic group injured in the earthquake to bandage up his leg in Gyegu Town of Yushu County, northwest China's Qinghai Province, April 20, 2010. People felt reassured and the society was stable in Yushu, Hui said at the meeting. He instructed officials to start planning reconstruction while taking into full consideration the geological, climatic and demographic characteristics of the quake zone.At a similar meeting on Monday, Hui said the government would promptly draw up and implement reconstruction plans based on scientific assessment and good planning. The 7.1-magnitude earthquake in Yushu, Qinghai Province, also left 84 people missing, and 12,135 injured.

TOKYO, June 1 (Xinhua) -- Chinese Premier Wen Jiabao said here on Tuesday both China and Japan should take the road of peaceful development. The peoples of the two countries should promote mutual understanding, trust and cooperation between them, Wen said in an interview with the Japanese public broadcaster NHK."Japan's pacifist constitution adopted after World War II stipulates that Japan should follow the road of peaceful development, which has brought tangible benefits to Japan in terms of rapid economic growth and greatly improved standards of living for the Japanese people," Wen said.Speaking of China's tremendous social and economic progress since the adoption of the reform and opening-up policy more than 30 year ago, he said China will stick to the path of peaceful and harmonious development."Both China and Japan should take the road of peaceful development. Therefore, both the Chinese and Japanese peoples should understand and trust each other and cooperate with each other," he said. The reason why China attaches so much importance to taking history as a mirror and looking into the future is by no means intended to perpetuate hatred, but to promote the feelings and friendship between the two peoples and to prevent a repeat of the past tragedy, Wen said.He called on the leaders, news media and the academic circles of both countries to play their part in facilitating the exchange of thoughts and the friendship between the two peoples and promote their mutual understanding.

TOKYO, June 1 (Xinhua) -- Visiting Chinese Premier Wen Jiabao on Tuesday reiterated China's pledge to take an "impartial" stand on the sinking of a South Korean warship."The sinking of the warship Cheonan is an unfortunate incident," Wen said during an interview with Japanese public broadcaster NHK. "We have offered condolences to the victims on many occasions."What China has in mind in approaching the incident, in which 46 South Korean sailors died after their warship sank in March, is maintaining peace and stability on the Korean Peninsula, he said.China attaches importance to the joint investigation conducted by South Korea and other countries and the reactions of various parties, and will take its position on the basis of truth and facts, he added.China appealed for calm on the part of the concerned parties so as to avoid a further escalation of tension and even conflict, he said. The Chinese premier said China understands the current difficult situation President Lee Myung-bak and the South Korean government are facing.China will seek information from various sources and seriously study it before making clear its stand in "a fair and objective manner," he said."We will adopt an impartial position," he said. China also maintains that any approach on it must serve the fundamental interest of maintaining peace and stability on the Korean Peninsula, he added.Wen said Japan is an important country in Northeast Asia and a close neighbor of China and South Korea. China is ready to cooperate with Japan on such issues as safeguarding security in Northeast Asia, he added.Japan is the second leg of Wen's four-nation Asian tour, which has already taken him to South Korea. He will also visit Mongolia and Myanmar.

WASHINGTON, May 15 (Xinhua) -- Forty-six U.S. business executives, led by U.S. Commerce Secretary Gary Locke, began a 10-day trip to China Saturday to promote clean energy technologies, which in Locke's words, will be a win-win scenario for both countries. The delegation, the first cabinet-level trade mission of the Obama Administration, will make stops in Hong Kong, Shanghai and Beijing."We hope to have various signing ceremonies throughout the trip," Locke said before departing the U.S.A MISSION TO PROMOTE EXPORTS OF U.S. CLEAN ENERGY TECHNOLOGIESThe mission comes on the heels of the Obama administration's National Export Initiative, which seeks to double American exports over the next five years -- supporting some two million new jobs in the process.According to the U.S. Commerce Department, the mission aims to promote exports of leading U.S. technologies related to clean energy, energy efficiency, and electric energy storage, transmission, and distribution."Energy is a 6 trillion dollar market. And green energy is the fastest growing sector. The race to develop the new technologies the world will one day rely on is a race that this nation and all developed nations must engage in," Locke told reporters at a press conference Wednesday. The top U.S. trade official said the increased trade with China, especially cooperation on clean energy sector, benefited both countries."Every American should know that when a U.S. clean energy company finds success abroad, it creates more jobs here at home in the United States," Locke said. "In fact, some of the companies on this trip produce over 90 percent of the components for the products that they sell overseas right here in the United States."The trade mission was an opportunity for win-win scenarios for American companies, American workers and the people and the governments of China, he said.ECONOMIC AND TRADE FRICTIONS TO CONTINUE AS COOPERATION DEEPENSAccording to statistics released by the Chinese government, bilateral trade between China and the United States grew 9 percent a year in the past five years.Currently, the U.S. stands as China's second largest trading partner, the second largest export market and the sixth largest source of imports. China is the second largest trading partner of the U.S., its third biggest export market and its number one source of imports. While the two countries enjoy enormous cooperation opportunities in many areas, the U.S. Commerce Department has imposed a series of tariffs on Chinese products and many Chinese companies complain they have been affected by the rising protectionist measures taken by U.S. government.Locke rebuffed these complaints, saying he had explained to Chinese officials it was not the United States government that brought the cases."It's not the policy of the United States government to file these cases. These cases are filed by companies within the United States who feel that the actions of a company from another country (were affecting them)," he told Xinhua. He also noted that less than 3 percent of all goods sold from China into the United States were subject to duties in question."So 97 percent of all the goods coming from China are without any type of penalties or dumping duties or counter-veiling subsidies," Locke said. "We should not focus on the number of complaints."Many Chinese officials have argued the U.S. export control against China has already limited their access to the Chinese market. They believe the achievement of trade balance between the two countries rests not with restricting China's exports to the U.S., but with increasing U.S. exports to China.Secretary Locke echoed the opinion. While he insisted that national security should be the U.S.'s overriding objective, he also admitted "there are so many things now that are on the various control lists that really should not be on the control list."He also told reporters the U.S. government was reviewing its high-tech control systems and the result would be announced in the next few months. He said the current system had strong protections for both sophisticated technologies that could affect U.S. national security, and technologies that were readily available from around the world, which really made no sense?"So we need to reduce those restrictions and make it easier for those items to be exported," Locke said.

BOAO, Hainan, April 10 (Xinhua) -- Chinese Vice President Xi Jinping said Saturday that the mainland is willing to see the ongoing negotiations of the Economic Cooperation Framework Agreement (ECFA) with Taiwan "smoothly proceed without disturbance so as to achieve results and produce economic benefit soon."Xi made the remarks when meeting with Fredrick Chien, chief advisor of Taiwan's Cross-Straits Common Market Foundation, on the sidelines of the annual meeting of the Boao Forum for Asia in southern province of Hainan. The long-awaited cross-Strait economic pact, with aims to normalize mainland-Taiwan economic ties and bring the two economies closer, is hoped to be signed by the end of June.Chinese Vice President Xi Jinping (R) meets with Fredrick Chien, chief advisor ofTaiwan's Cross-Straits Common Market Foundation in Hainan, on April 10, 2010.Xi said how to further enhance economic cooperation remains a priority of the current cross-Strait relations. Both the mainland and Taiwan has been on the way of economic recovery, he said, adding the cross-Strait economic exchanges are entering a new development stage. He called on the two sides to constantly enrich the content of cooperation, expand cooperation areas, innovate ways of cooperation and improve the level of cooperation to further benefit people on both sides. The past year saw a series of positive progress and breakthroughs in cross-Strait relations, and both sides should value the hard-won situation and continue to improve it, Xi said.He said the mainland and Taiwan should actively promote cooperation of "new-type industries," expand two-way investment and strengthen exchanges of the financial services sector, among others, in order to enhance common economic development on both sides."We always believe that people in the mainland and Taiwan are both the Chinese and the economy of both sides belongs to the Chinese economy, though the two sides have gone through different development paths over the past six decades," he said. The cross-Strait economic cooperation advocated by the mainland is conducive to common prosperity and can help safeguard and expand the Chinese nation's interests, he said.Recognizing that the mainland and Taiwan belong to one China is a fundamental foundation for the peaceful development of cross-Strait relations, Xi said.He added that striving to realize the rejuvenation of the Chinese nation should be the mainstream of cross-Strait relationship development."As long as the two sides consider themselves as one family, it will be easy to discuss anything and any problem could be eventually resolved," Xi said.Chien said the two sides should strengthen cooperation, particularly in green industry and financial service sector, for common development. The two sides should work hard to ensure the signing of the ECFA as early as possible, he said. The mainland and Taiwan concluded the second round of expert-level talks on the ECFA on April 1.Formal discussions on the ECFA will also be a highlight at a new round of talks between the mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan-based Straits Exchange Foundation (SEF), which is scheduled in the first half of 2010.
