BEIJING, Dec. 27 (Xinhua) -- China will maintain its pro-active fiscal policy and moderately loose monetary policy to buoy the economy in 2010 as many uncertainties persisted at home and abroad, Chinese Premier Wen Jiabao said Sunday. Averting the trend of falling global demand remained difficult, Wen said in an exclusive interview with Xinhua.     "Economies of some countries are starting to pick up, but fluctuations are still possible," Wen said.     "China's economy has been on track for recovery. However, the economic performance and operations of enterprises still mainly rely on support from government's policies," Wen said.     "A consolidated recovery in the country's economy does not point to a complete revival and a full revival does not mean China's economy is developing in a sustainable way," Wen said. "The government's economic stimulus package has proved effective."     China's economy grew 8.9 percent in the third quarter, the fastest rate in a year, after expanding by 7.9 percent in the second quarter and 6.1 percent in the first three months, boosted by the massive government investment and record bank lending.     The People's Bank of China, the central bank, scrapped lending limits of commercial banks in November last year.     In the first 11 months of this year, new bank loans hit 9.21 trillion yuan, an increase of 5.06 trillion yuan over the same period last year, far exceeding the full year target of 5 trillion yuan the government set in March.     The government pledged at the Central Economic Work Conference earlier this month that it would stick to the pro-active fiscal policy and moderately loose monetary policy in 2010 to sustain a recovery backed by the stimulus package.     The government would adjust macro-economic policies in line with the changing economic situation and study issues arising during implementation of such policies, Wen said.     China would gear more investment to social welfare, technical innovation and energy conservation and emission cuts next year, Wen said.

FUKUOKA, Dec. 16 (Xinhua) -- Chinese Vice President Xi Jinping said Wednesday his visit to Japan had "a positive result" and "achieved what he had expected."     Xi made the remarks before leaving the southern Japanese city of Fukuoka, the last stop of his Japan visit, for South Korea to continue his four-country Asia tour.     During a meeting with Fukuoka Prefecture Governor Wataru Aso, Xi said he held fruitful talks with Japanese Prime Minister Yukio Hatoyama in Tokyo and exchanged views with representatives of all Japanese circles. HEGANG, Heilongjiang, Nov. 23 (Xinhua) -- The death toll from the deadly coal mine blast in northeast China's Heilongjiang Province has risen to 104, said local authorities early Monday morning.     Another four are still trapped in the shaft. BEIJING, Dec. 26 -- European fashion retailers are accelerating business expansion in China thanks to the nation's increasing number of fashion-conscious consumers.     Two companies that opened new outlets in China at a rapid pace this year included Sweden's H&M and Spain's Zara, both retailers of clothing and accessories for adults and youth.     H&M is ending this year with a total of 13 new stores, raising the company portfolio in China to 27 outlets, while Zara, opened 33 new stores in China, winding down the year with 60 in total.     "In China, new store openings have more than doubled due to strong domestic consumption, which has not been affected by the global financial downturn," said Wu Shuang, public relations manager of H&M China. Globally, H&M store openings are up between 10 percent and 15 percent in 2009, said Wu.     "More H&M stores will be set up in China next year, especially in the second-tier cities," he said.     H&M, Europe's second largest fast-fashion retailer, entered the Hong Kong and Shanghai markets in 2007 and later expanded its business to second-tier cities like Hangzhou and Ningbo of Zhejiang province.     Back in August, H&M sales in Spain, the US and France were down 11 percent over July sales, the fourth consecutive monthly drop.     In 2008, average sales revenue at H&M stores in the Chinese mainland and Hong Kong was up 23 percent to 59 million yuan, while globally average store sales was 48 million yuan.     "We are expecting favorable sales volume in China this year," said Wu, while declining to elaborate further.     Strong sales numbers were also recorded at Zara, the leading fast-fashion retailer in Europe. "The Chinese market is attractive with its soaring consumer spending power," a Zara promotion executive said on condition of anonymity. Chinese consumers can expect to see more Zara 'fast fashion' stores in the future," he said.     Fast fashion is a term used to describe fashion trends that are manufactured quickly in smaller batches to keep inventories down and allow mainstream consumers to take advantage of current clothing styles at lower prices. This type of quick manufacturing methodology is preferred by large retailers like H&M, Forever 21 and Zara, according to online apparel industry directory, Apparel Search.     This access to the latest clothing styles is popular with white-collar consumers in China.     "I have been waiting for 30 minutes to try on several pieces of clothing, but the wait doesn't matter. I love to get everything here, and the prices are acceptable," said Liu Dan, a woman in her 20s shopping at one of Zara's Beijing stores. Liu, who works in the public relations department at an international company, said she is also a regular patron of H&M in Beijing. Both H&M and Zara stores are often crowded with local consumers, especially on the weekends.

BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.
