SAN DIEGO (KGTV) — U.S. Secretary of Education Betsy DeVos made an unpublicized visit to a Poway Unified School District campus on Thursday. DeVos spent about two hours at the Design 39 campus in 4S Ranch, speaking to administrators, teachers, and students. "The questions she was asking kids was, 'Really, tell me about your learning, and what do you really enjoy about learning here? How has this helped you as a learner?'" said Megan Power, a teacher at the school and former Education Department fellow who helped arrange for the visit. DeVos is a polarizing figure in the Trump administration, partially for her stance on school choice. Opponents accuse her of wanting to pull money out of public schools to pay for private education.Poway Unified Superintendent Marian Kim-Phelps posted pictures on Facebook after the visit. Some parents blasted the district for even hosting her. One woman said if she had known she would have protested outside. Another called DeVos dangerous to public education.Other parents disagreed, saying politics aside, her visit was an honor."Just the fact that she came here to visit, someone of that high a profile speaks volumes to the school," said Matt Kolker, who was picking up his son from Design 39 campus Friday. SAN DIEGO (KGTV) -- Two UC San Diego Health workers have tested positive for COVID-19, officials with the medical system announced Saturday.UCSD Health said in a statement that the workers "are recuperating at home and doing well," officials said."Both infected health workers sought medical assessment after exhibiting key respiratory symptoms, and were tested," according to UCSD Health.University officials cite "exposure and infection in the community" as reasons for the workers contracting the virus, rather than from travel or a patient."UC San Diego Health has launched an extensive effort to identify any patients or health system colleagues who may have been in recent contact with either of the two health workers," officials said.The group operates three hospitals: UC San Diego Medical Center in Hillcrest, Jacobs Medical Center in La Jolla, and Sulpizio Cardiovascular Center also in La Jolla. SAN DIEGO (KGTV) -- Troops will soon arrive at several bases throughout San Diego County to provide support U.S. Customs and Border Protection as the migrant caravan approaches.According to the United States Northern Command, troops are being sent to Marine Corps Air Station Miramar, Camp Pendleton, Naval Air Facility El Centro, Naval Base Coronado, Naval Base San Diego and Naval Base Point Loma.The Pentagon confirmed Wednesday that as many as 7,000 troops are being deployed to three states for support, though President Donald Trump told reporters as many as 15,000 could be sent.According to ABC News, 15,000 is roughly the number of troops deployed to Afghanistan and three times the number in Iraq."As far as the caravan is concerned our military is out, we have about 5,000-8 (thousand), we'll go up to anywhere between 10 (thousand) and 15,000 military personnel on top of border patrol, ICE and everybody else on the border," Trump told reporters Wednesday.Related Stories 997

SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said.
