UNITED NATIONS, April 1 (Xinhua) -- UN Secretary-General Ban Ki- moon on Friday called for greater public awareness of autism, in order to fight the stigma and discrimination facing those who suffer from the disorder.The statement came in a message to mark the annual World Autism Awareness Day, observed globally on April 2."Children and persons with autistic conditions face major challenges associated with stigma and discrimination, as well as a lack of access to support," said Ban."Far too many suffer terrible discrimination, abuse and isolation, in violation of their fundamental human rights," he added.Autism is a disorder that affects the brain's development of social and communication skills, and generally appears in the first three years of life."The number of children and people with autistic conditions continues to rise -- in every nation and in every racial, ethnic and social group," the secretary-general said.Ban said it is critical to support parents of children with the disorder and "create jobs for individuals with autism based on their skills and strengths, and improve public education to better meet the needs of students with autism."

BEIJING, Jan. 24 (Xinhua) -- China's top economic planner said Monday that price supervision and control measures have achieved steady progress with 2010's Consumer Price Index, slightly exceeding the target ceiling by 0.3 percentage points to hit 3.3 percent.To rein in soaring commodities prices, joint efforts have been made to manage inflation expectations, promote production, ensure supplies and strengthen price supervision in 2010, said the National Development and Reform Commission (NDRC) in an online statement.Prices of necessities accelerating during the second half of 2010 have been contained with vegetable prices down 9.4 percent in December from the previous month last year, it said.Further, prices of edible vegetable, pork, egg, sugar,liquefied petroleum gas and clothing also decreased significantly in December month on month, the statement said.To cope with rising prices beginning in July 2010, especially prices of basic supplies, the central government promptly introduced joint inter-ministerial meetings to discuss price controls among 17 ministries and ordered local governments to establish the same mechanism, it noted.Local governments have worked on improving agricultural facilities, especially in south China's Hainan province, to increase vegetables supplies for northern cities over the past year, the statement said.The statement forecasts that vegetable planting areas in 2010's autumn and winter will increase 530,000 hectares year on year, sending output to 337 million tonnes.To ensure production and supply, departments have worked to reduce fertilizer exports and promote links between production areas and purchasing areas, it added.Further, relevant authorities also took measures to stabilize prices of electricity and coal, and to ensure smooth transportation of agricultural produce.Authorities also granted temporary subsidies and raised basic wages and minimum living subsidies for urban and rural residents to guarantee people's daily life.

The Soviet cosmonaut's journey continues to be an inspiration for the world to "conquer" space -- but now for more peaceful purposes.After the Cold War, cooperation on space exploration and scientific researches has turned to a more pragmatic way. More and more countries are realizing that space programs are closely linked with their people's lives than ever before.GAGARIN'S LEGACY INSPIRES PEACEFUL COOPERATION IN SPACEThe UN General Assembly adopted a resolution earlier this month that declares April 12 the International Day of Human Space Flight. The resolution has been supported by more than 60 countries."Man's space odyssey, the fruitful cooperation of many states in outer space would have been impossible without the very first step, Yuri Gagarin's flight," said Vitaly Churkin, Russia's permanent representative to the United Nations.However, the first human space flight was actually a result of competition between the East and the West at the height of the Cold War when the Berlin Wall was built.That competition gradually evolved, however, into a joint space project that has drawn more than 15 nations -- the International Space Station (ISS). Such a project would almost impossible to imagine before.The Mars-500 project in Moscow, aimed at testing the physical and psychological strains on humans during a 500-day journey to "Mars," is another good example of the international cooperation in scientific research. The experiment included six crew members from four countries, including Russia, China, France and Italy.Compared with the times of Gagarin, who died in a 1968 plane crash,mankind has changed its approach to space exploration, rendering it more pragmatic. That's according to cosmonaut Pavel Vinogradov, now a deputy head of the Space Flight Center in the Energy Rocket-Space Corporation."Early romanticism and space race have gone. Countries have been replaced by the business-oriented cooperation in the recent decade," Vinogradov told Xinhua.Experts said the scale and costs of space explorations require massive international cooperation."Space programs have been more money-thirsty even than military programs, so the nations seek closer cooperation," Vinogradov said, "and this pays off."STARDUST YIELDS TO PRAGMATISMUnlike 50 years ago, space technologies now are more closely linked to people and more directly affect their daily lives. Nowadays, one just cannot imagine life without satellite TV or GPS.Veteran cosmonaut Georgy Grechko said orbits have become construction sites rather than military facilities and the space industry itself has swiftly evolved into just another sector of the global economy.Echoing Grechko, Vinogradov said space also is a testing ground for many other sectors, including the bio-technological and pharmaceutical industries."What is just as important, outer space has turned into a platform for close, open, and fruitful international cooperation for the benefits of global, universal peace and development," Russian President Dmitry Medvedev has said.UN General Assembly President Joseph Deiss has said that the newly established International Day of Human Space Flight should serve as an opportunity to reflect on the importance of peaceful use of space to develop essential technologies and scientific breakthroughs."Space technology is used in matters diverse, such as the fight against climate change, against desertification, and against the loss of biodiversity," Deiss said. "The satellite images provided have given essential data when it comes to avoiding the risks of natural disasters."So far, mankind has never stopped making progress beyond the earth's boundaries and the progress itself has never stopped sparking people's imagination about what is possible through the peaceful use and exploration of outer space.What's more, humankind has never stopped the space dream."The task of the government is to inject into the people an ability to dream," said Igor Zadorin, a member of Russia's National Strategy Council.Here is interesting news: NASA's head Charles Bolden arrived in Russia on the eve of Gagarin's flight anniversary and was expected to discuss Russia-U.S. cooperation on a joint flight to Mars by a nuclear-powered spacecraft.What can we expect in the future?

  

BEIJING, Jan. 20 (Xinhua) -- China's Ministry of Land and Resources announced Thursday illegal buildings totaling 14.31 million square meters in floor space were demolished in an effort to crackdown on illegal use of land by local governments and enterprises.In the crackdown, the ministry also took control of buildings totaling 34.15 million square meters in floor space, and retrieved 43,000 mu of land, 37 percent of which is farm land, said Li Jianqin, an official from the ministry who is charge of enforcing laws and regulations on land use.Li said violations of land-use laws and regulations were widespread, especially those by local governments.According to him, a total of 2,582 people involved in such violations were handed over to judicial and disciplinary authorities in 2010, with 239 people prosecuted for criminal offenses.
