SAN DIEGO (CNS) - Authorities reached out to the public Tuesday for help finding an assailant who fatally stabbed a 31-year-old man in the Ridgeview-Webster neighborhood just over three months ago.Officers responding to a report of an assault shortly before 10:30 p.m. on June 25 found Leah Capaal Worley suffering from stab wounds to his upper body at Charles Lewis III Memorial Park in the 4300 block of Home Avenue, according to San Diego police.Paramedics took Worley to a hospital, where he was pronounced dead.RELATED: Man dies after being found with stab wounds in Webster areaInvestigators determined the stabbing happened in 4600 block Home Avenue and that Worley drove himself to the location where he was found by officers, police said.Investigators have not disclosed a detailed description of the assailant, who was wearing a dark-colored hooded jacket at the time of the slaying.Anyone with information about the slaying was asked to call the San Diego Police Department's homicide unit at 619-531-2293 or Crime Stoppers at 888-580-8477. SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. SAN DIEGO (CNS) - A suspect was behind bars Wednesday in connection with a mugging that left a 73-year-old disabled woman gravely injured last week on a downtown roadside near Cortez Hill.Stanley Harris Hinton, 31, was arrested Monday on suspicion of carrying out the robbery and assault in the Core-Columbia district of San Diego, according to police.The 6-foot-3-inch, 215-pound suspect allegedly attacked Nannette Altevers, who uses a walker, near the corner of B Street and Fourth Avenue shortly after 10 p.m. Friday.Patrol officers responding to a 911 call about the assault found the assailant gone and Altevers suffering from extensive upper body trauma, Lt. Matt Dobbs said. She remains hospitalized in critical condition.Due to the severity of the victim's injuries, homicide detectives have taken charge of the case, the lieutenant said.Hinton was booked into San Diego Central Jail on suspicion of attempted murder, assault, robbery and elder abuse. SAN DIEGO (CNS) - More than 28,000 defaulted bills were sent out to San Diego County taxpayers this week, but the county's treasurer announced Tuesday that his office is offering penalty relief."We know many of the late bills are due to COVID-19, and we want our taxpayers to know there could be relief," Treasurer-Tax Collector Dan McAllister said. "They may qualify to have their penalties waived if they file for a COVID-19 cancellation request. Our customers must provide documentation as evidence to show how the pandemic impacted their ability to pay their second installment by April 10."The 28,623 defaulted bills McAllister's office sent out went to property taxpayers who failed to pay all their 2019-20 property taxes."We're sending 6,195 more defaulted bills than we sent last year," he said. "We expected to see an increase in tax defaults due to COVID-19's impact on the San Diego economy and workforce."The defaulted bills total over 7 million; last year, million in defaulted taxes was due.The deadline to pay the 2019-20 annual tax bill was June 30. Beginning July 1, late bills will incur a 1.5% penalty each month -- 18% each year -- until they are paid. That is on top of the 10% penalty added for each late installment.Taxpayers who have submitted a COVID-19 penalty cancellation request and have not heard back from the Treasurer-Tax Collector yet will receive a response in the mail. The office has received 3,261 COVID-19 penalty cancellation requests and has approved 53% of them. Most denials are due to missing documentation, McAllister said. 1584

  

SAN DIEGO (CNS) - A man who went on a South Bay crime spree that included shooting at a moving vehicle and ramming an occupied San Diego police vehicle during a pursuit was sentenced Thursday to 19 years in state prison.Alfonso Ayala Flores, 26, pleaded guilty earlier this year to charges of assault with a semi-automatic firearm and resisting arrest for a series of crimes last November that culminated in him driving toward officers who cornered him in a cul-de-sac and ramming a patrol car.One officer opened fire on the pickup truck Flores was driving, striking the truck, but not Flores.He was also given a separate 16-month sentence for an unrelated burglary case, but that term will be served concurrently with his 19-year prison term.The spree began with Flores carjacking a motorist's Ford F-150 pickup at the Frontier Motel in San Ysidro on Nov. 6. Deputy District Attorney Mary Naoom said that on the following day, Flores shot at an occupied vehicle.Two days later, he sped off when San Diego police spotted him driving the stolen truck in the 1900 block of Dairy Mart Road in San Ysidro. The suspect, who had a female companion in the truck with him, fled west, where he wound up at the end of a cul-de-sac in the Nestor neighborhood.As officers got out of their cars and shouted at him to halt, Flores made a U-turn and accelerated toward them, prompting one of the officers to open fire, police and prosecutors said.Naoom said Flores rammed the patrol car with the pickup as he sped away, with police again in pursuit. The subsequent chase ended in the 1200 block of Holly Avenue in Imperial Beach, where he pulled over and ran off along with the woman, according to Sainz.His companion was quickly apprehended and questioned by police before being released.
