FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. Federal Judge Robert Lasnik issued a temporary restraining order on Tuesday "blocking federal government from allowing distribution of downloadable 3D printed" guns, according to a tweet from the Washington State Office of the Attorney General."The judge's rule is clear," Washington Attorney General Bob Ferguson said at a news conference. "We go back to the status quo, before the federal government made the disastrous decision to undo these protections for public safety."At least 10 US states were scrambling to block access to plans that would allow people to print 3D guns on Tuesday.New York Gov. Andrew Cuomo announced a series of actions Tuesday to prevent the distribution of the 3D gun designs. Cuomo issued a cease-and-desist letter to Defense Distributed, a Texas gun-rights organization that posts the plans online, to block the distribution of designs for 3D guns in New York. The governor called the impending release "reckless."Cuomo also directed state police to issue a notice reminding New Yorkers that manufacturing firearms defined as assault weapons is illegal in New York."As the nation rises up and calls for action against gun violence, it is absurd and frightening that the federal government wants to make accessing an automatic weapon as easy as hitting print," he said. "New York is proud to have the strongest gun safety laws in the nation, and we won't let this federal government take us backwards."Cuomo said he will pursue legislation to bolster the state's gun safety laws and outlaw private production of all 3D and so-called "ghost guns" that are untraceable and invisible to metal detectors.Cuomo's actions came after Pennsylvania went to court Sunday to block early distribution of the plans, which weren't supposed to be available for download until Wednesday. But more than 1,000 designs were downloaded recently, in advance of the agreed upon August 1 date.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday the Pennsylvania case was about free speech rights, not the manufacture of guns."One state cannot censor the speech of a citizen in another state," he said.Other states also are trying to bar access to 3D printed guns.
