BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Public Security (MPS) on Sunday ordered traffic police nationwide to prepare for possible traffic disruptions caused by a lingering cold snap.The cold weather that has stopped traffic on national highways in several central and southern provinces since New Year's Day is likely to last ten more days.At a national meeting on coping with traffic disruptions during the cold snap, vice public security minister Huang Ming said local traffic police should be prepared to control and solve traffic problems that icy weather and sleet might cause.Further, local traffic police should make realistic emergency plans, prepare emergency supplies and equipment for de-icing and removing snow, and quickly handle traffic accidents, he said.He added that road closures should be the last choice in handling poor road conditions caused by freezing weather. Additionally, local traffic police should take other measures such as temporarily opening roads to ensure traffic flows.The recent inclement weather is a reminder of the disastrous freezing winter at the beginning of 2008, which stopped traffic, damaged power grids, and disrupted lives of millions in southern China.However, experts believe China is unlikely to suffer similar conditions this winter because of inadequate moisture.

TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months.The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted.He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome.In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
