SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. "There was a lot of agreement about what we should do in Congress, even among the companies. They'd like to have us set rules that everyone could abide by," Peters said. 1444

SAN DIEGO (KGTV) — As temperatures hit highs across the county's eastern portion, officials are taking annual precautions to close several popular hiking areas.Six county parks will be closed throughout August, including El Capitan Preserve near Lakeside, Hellhole Canyon Preserve in Valley Center, Mt. Gower Preserve near Ramona, Wilderness Gardens in Pala, Agua Caliente Regional Park in Anza Borrego, and Vallecito County Park near Julian.Agua Caliente Regional Park and Vallecito County Park are closed all summer until Labor Day weekend.The closure also gives park staff the chance to perform maintenance and other upgrades and restoration projects.For hiking and park areas that remain open all summer, county Parks and Recreation officials encourage visitors to always hike with others, leave pets at home on difficult hikes, take plenty of water and food, and dress appropriately for the activity. 913

SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate. SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183
