CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls. Ensuring the students of Sweetwater Union High School District are supported and provided every opportunity to succeed is the highest priority of the district and SDCOE.”The district also sent 10News a statement reacting to the audit:“Over the past few months the Sweetwater Union High School District has faced very significant challenges with respect to our organizational budget. As we have previously outlined, several factors such as increased costs to the district and decreased enrollment and attendance have placed us in a very difficult position.However, Sweetwater, like many other districts across the state, has endured challenges like this in the past. We have worked diligently to stabilize our budget and taken measures to do so. (KGTV) - A South Bay city is the latest the approve the sale of legal marijuana in San Diego County.An ordinance that will allow the sale of legal weed in Chula Vista was approved by city leaders Tuesday, after City Council twice delayed a vote on the issue.The ordinance allows for 12 commercial licenses (three in each of the city's four districts) and eight total storefronts (two per district). RELATED: Parents raise concerns over marijuana shop operating near children in Chula VistaPot shops will be required to be at least 150 feet from residential zones, 600 feet from youth centers or parks, and 1000 feet from churches, schools, or daycare centers. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421

(KGTV) - A San Diego woman is recounting the gruesome story of digging up her murdered sister's body in a Tijuana backyard.Erika Gonzalez last heard from her 32 year old sister, Fernanda Gonzalez on February 2. One unanswered text turned into dozens before Gonzalez reported her sister missing three days later. The same day she was reported missing, her husband was shot inside their Tijuana home. He was taken to UCSD Medical Center and treated for his gunshot wound. He was unable to answer any questions about the shooting and his missing wife, so Gonzalez took to Facebook and asked for help. Gonzalez tells 10News each post had thousands of shares before she got a phone call that changed the course of the search, "somebody call me and said to keep looking for my sister because she was already dead and in the back of her yard". Following that call were two others that said the same thing, "three different people telling the same story it has to be true" Gonzalez says she immediately called the Tijuana investigator on the case but she says they said they wouldn't be able to get to the house for a few days. "Sunday my dad calls me and tells me that he wants to look for my sister."Gonzalez tells 10News they went directly to her home in Tijuana and started their own search for answers. Gonzalez and her father dug up parts of the backyard while her mother and sister searched inside the home. After some time of digging, Gonzalez tells 10News she saw her sister's boot and knew they had found her, "we just start screaming and walking from here to there not knowing what to do."Tijuana police got to the house about 20 minutes after they called to say they found the body. Tuesday, investigators had a search warrant and taped off the entire street so they could search the home. Officials say they do not have any suspects in custody. 1878

(KGTV) - Chula Vista police are now investigating multiple fires that broke out in over the span of a few days in the early hours of the morning.Captain Linda D’Orsi, Public Information Officer for the Chula Vista Fire Department, said they started early in the morning Sept. 17 and most have been fences and vegetation that burned. That Thursday morning, crews responded to multiple fires that started in the span of about half an hour, starting on Lake Crest Dr. & Wueste Rd, moving to 1120 Eastlake Parkway, then Telegraph Canyon Rd and Buena Vista Way and finally E. J St and Paseo Ladera.Just about two days later, crews then responded to a fire at the playground at Veteran’s Park. Karina Lodin lives across the street. She said she woke up to see the flames, then she called 911 and her husband took a video of the blaze.“For a second there, with everything that’s going on in California with all the wildfires, and you see this big fire outside your house, you start panicking like is my house going to catch up on fire,” said Lodin.She was disheartened to see the play structure flattened because it was a spot her son loved to play.Just one day after that, another fire nearby on Martin Place, also in the early hours of the morning.“As of this latest one, we have now requested our PD liaison because there seems to be a trend and we want to get to the bottom of this,” said Captain D’Orsi.Captain D’Orsi said they have not found anything left behind at each scene and have not found any witnesses with information on people in the area.“No obvious evidence left at the scene, no matches no flares,” she said.She added that anyone with information is asked to call the Chula Vista Police Department non emergency line at 619-691-5151.“We just want the community to be aware and be willing to provide information if they have any,” said Captain D’Orsi. 1894

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670
