ISTANBUL, Turkey, June 8 (Xinhua) -- Chinese President Hu Jintao's special representative and State Councilor Dai Bingguo and Turkish President Abdullah Gul on Tuesday vowed to boost bilateral ties and increase exchanges of visits by leaders and senior officials.Dai met with Gul on the sidelines of the third summit of the Conference on Interaction and Confidence-building Measures in Asia (CICA) here. BEIJING, July 12 (Xinhua) -- Thousands of Chinese have joined a heated discussion about new rules that are designed to curb corruption and increase transparency about the assets of government officials.A regulation that took effect Sunday extends the list declarable assets for officials and introduces dismissal as the maximum penalty for failing to report assets honestly and promptly.The regulation adds six more items to the list of declarable assets issued in 2006, bringing the total to 14. The new items include incomes from sources like lecturing, painting and calligraphy; homes owned by spouses and children; and equities and investments owned by officials, their spouses and children.A FIRM STEPThe new rules have struck a public chord and almost 50,000 people had left comments on China's two biggest Internet portal websites on Monday. Thousands more were joining the discussion on other news sites and discussion forums.More than 36,500 people had made online comments on a news entry about the regulation on leading portal Sohu.com as of 1:30 p.m., and more than 11,000 comments on an entry at Sina.com.cn.Most of the published postings welcomed the new rules, but some said they should go further."The fight against corruption has a long way to go, but I am really glad to see each firm step taken by the central authorities," said a posting from Shanghai on Sina."We want to see more detailed provisions and harsher punishments in the rule," said a post by "Shihuiwen 197" on Sohu.The regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.It requires officials at deputy county chief level and above to annually report their assets, marital status and whereabouts and employment of family members.It also empowers local provincial level CPC committees and governments to expand the regulations to officials below deputy county chief level.A CPC statement said Monday that most village or town chief level officials are prone to power-for-money transactions and corrupt actions as they are dealing with practical issues involving personnel, finance and materials.But as there are a large number of them, requiring all of them to report personal information will require much work and high costs, said the statement jointly issued by the CPC Central Commission for Discipline Inspection (CCDI) and the CPC Central Committee's Organization Department.So the central authority left the decision to local governments to decide based upon their own conditions, it said.New requirements for officials to report homes and investments reflected the need to change disciplinary structures in line with changing social and economic values, said Professor Liu Chun, deputy dean of the Graduate Institute of the Party School of the CPC Central Committee.

  

BEIJING, Aug 5(Xinhunet) -- China's machinery industry has rebounded during the first half of this year, but the momentum is likely to slow as the country's economy cools.The machinery industry has grown by 37 percent during the first six months of 2010, with a total output value of 6.59 trillion yuan, according to the China Machinery Industry Federation, a quasi-governmental institution that oversees growth of China's machinery sector.The machinery industry, which has benefited from the government's 4 trillion yuan investment spending spree, enjoyed expansion in large-scale construction projects over the last year. The construction machinery sector reported 54 percent growth during the first half of this year, according to the federation.The strong growth of the industry is based on preliminary statements by several listed machinery companies submitted to the stock exchange.Shanghai-listed Zoomlion Heavy Industry Science and Technology Development Co, which is also planning to launch a listing in Hong Kong, predicted its profit would grow by 50 percent to 100 percent over the first half this year.Sany Heavy Industry Co is also expected to record 85 percent growth this year, according to Ping An Securities. The maker has already reported a growth rate of 170 percent in profit during the first quarter of this year.However, not all machinery industry sectors are reporting the same momentum as domestic demand has decreased this year. New orders in power generation equipment, transmission and substation equipment as well as heavy machinery, have rolled back this year."It is unlikely to see significant growth in the output of power equipment this year and it will probably stand around 117 million kW since the base figure is already huge," according to Cai Weici, vice-president of the federation, adding that China's output of power equipment already makes up half of the world's total."There is also less demand for heavy machinery used in steel production because the industry is eliminating outdated productivity, thus reducing market demand," Cai said.Fixed-assets investment in the machinery industry which has maintained a growth rate of over 40 percent since 2004 slowed down by 27 percent to 79.8 billion yuan, signaling less reserved strength for further growth.In term of exports, the machinery industry will be exposed to several uncertain factors including a more flexible yuan exchange rate as well as rising labor and raw material costs.The federation forecasts the industry's growth rate will be 20 percent in 2010.

  

PULADI TOWNSHIP, Yunan Province, Aug. 23 (Xinhua) -- Yu Xiaoming sits on a wooden bench, flanked by his two best friends. His white-and-blue striped shirt is incongruous with the shack his family lives in.Yu had worn this shirt for his only sister, who bought it for him while she was still alive. On Aug. 18, torrential mudslides swallowed an iron mine factory where his sister worked as a cook, burying her.It will take some time for the 16-year-old to heal. His father passed away soon after he was born. And now, the loss of another loved one in a family of four is too much for the introverted 16-year-old to deal with.Yang Zhenmei, a volunteer psychology counselor from the provincial capital Kunming, traveled 930 km to the disaster area to offer help for young people like Yu.She held a brief psychological intervention session with the boy, had patient conservations with him and told him to refrain from aggressive behavior. She also told him to call her if he feels overwhelmed by difficulties.But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college.Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. Most of the victims were local residents and migrant workers at the Yujin Iron Mine.The government has not released the number of people needing psychological assistance in the village. The village population is about l50, though some 380 relatives of the victim have temporarily settled into 20 tents or villagers' homes. "The number of people suffering psychological wounds and prone to having extreme actions is small. It's a mudslide and the chances of survival are slim. If people did not have extreme reactions in the first two days, they will somehow accept reality." volunteer counselor Yang said.However, she still suggests creating a mid- and-long term plan to help local residents, by which she meant to train some villagers or young people as volunteers and help local residents suffering from stress brought on by the loss of loved ones.Unlike the situation following the magnitude-8.0 Sichuan earthquake in 2008, when thousands of volunteer counselors and psychological experts went to the quake-devastated zone to offer help, only about 300 volunteers came to Litoudi Village.
