SAN DIEGO (KGTV) -- Gas prices in Southern California continue to rise sharply as prices throughout the rest of the U.S. continue to fall. According to GasBuddy, the national average is down two cents, currently costing .65 per gallon. In California, the average as of Sunday is .98 per gallon and could hit by late Sunday or Monday, GasBuddy says. In San Diego County, the average price per gallon has increased by more than 40 cents over the last 13 days, AAA reports. The jolting increase in gas prices is a result of lower supplies caused by maintenance issues at several California refineries. The issues are reportedly affecting the Chevron and Marathon refineries in Los Angeles County at the same time. It's unclear when normal operations will resume. SAN DIEGO (KGTV) - Family and friends of a disabled Clairemont woman are making a plea for the arrest of a hit-and-run driver who left her with serious injuries.Last week, a beaming Delores Odom appeared at a surprise party for her 59th birthday. One of the attendees was her friend and neighbor Maritza Gates. "She was so happy that day. It breaks my heart to see her in the hospital now in so much pain," said Gates. On Saturday just before 6:30 p.m., Odom decided to take a walk to grab dinner. She was crossing westbound on Genesee Avenue in the south crosswalk when she was hit by a vehicle that had been going westbound on Derrick Drive and made a left turn to southbound Genesee Avenue, according to police.Odom's daughter Brianna says her mother broke her back in two places. Odom has feeling in her toes, but still faces possible paralysis and requires complicated back surgery. Her recovery and rehabilitation is made more challenging because of a decades-old diagnosis of multiple sclerosis. "There's a special place for people like that. I don't understand how you could hurt someone and then leave them. My mom is one of the nicest people ever. You don't know someone's story when you leave them to die on the street," she said.Police say there is no description of the vehicle and are looking for witnesses. In most cases, that stops during the summer, and now more than ever, that's a problem."For all too many San Diego children, summertime brings about hunger," says Vince Hall. Hall is the CEO of Feeding San Diego, and this is where his organization steps in partnering with the state's Pandemic EBT program. This summer, each eligible child receives a one-time payment of 5 for groceries from the State of California. And for a school like Lexington Elementary in El Cajon, this program is a necessity. "98% of our students are socioeconomically disadvantaged," says Lesley Ezop. Ezop is the interim principal at Lexington Elementary. It's one of 11 food distribution points that Feeding San Diego partners with to offer children much needed nutrition throughout the summer."Just so that kids can have the basics so that they can learn and can function," adds Ezop. "When kids have what they need, they're going to succeed, right?" But the program doesn't stop there. The children aren't the only ones facing hunger. Feeding San Diego knows if the student needs food assistance, then the entire family needs it. So the organization partners with local schools to provide meals for the whole family. "If we provide food to youth and not to the adults, that food is just going to be divided, and the effect of our initiative is going to be diminished," says Hall. Gavin Newsom announced that counties can reopen schools for in-person education when the county has been off the state's watch list for 14 consecutive days.Newsom said schools that don't meet that requirement would have to start the fall school year with distance learning.Though some of California's schools will make that grade for in-person classes this fall, Newsom outlined when schools may be required to go back to distance learning:Schools should consult public health officer first if a classroom needs to go home because of a positive caseA classroom goes to distance learning if there is a confirmed caseA school goes to distance learning if multiple classrooms have cases or more than 5% of a school is positiveA district goes to distance learning if 25% of a district's schools are closed within two weeks"Our students, teachers, staff, and certainly parents, we all prefer in-classroom instruction for all the obvious reasons, social and emotional foundationally. SAN DIEGO (KGTV) — Four rescued sea lion pups and a northern fur seal were released back into the ocean after rehabilitating at SeaWorld.The fur seal was rescued on Mission Beach on Dec. 30, 2019, and the four sea lion pups came into SeaWorld's care over the past two months. All the animals were malnourished and dehydrated, animal care experts said.During their rehabilitation, the animals doubled in weight and were given a clean bill of health by SeaWorld veterinarians. The animals' care givers also made sure the animals could demonstrate they were able to fend for themselves before they were returned to the sea.RELATED: SeaWorld sees high number of sea lion rescuesSeaWorld released the five animals about five miles west of Scripps Pier near La Jolla.Last month, the park released another four sea lions who were under their care back into the ocean.Since the start of 2020, SeaWorld says it has rescued nearly 20 sea lions and seals.SeaWorld told 10News in January that rescuers have seen an unusually large number — about three times the normal amount — of sea lion rescues this winter."The winter storms may be pushing schools of fish out further than seal lion pups can get to.
