SAN DIEGO -- A group of Allied Gardens residents say they are receiving outrageously high water bills from the city of San Diego.It's the latest flare up in an issue that has already caused major changes at City Hall. A 2018 audit found that nearly 3,000 families were sent incorrect bills, largely due to human error reading the meters. The city says it is working to create more meter-reader oversight and improve the customer service experience. Jim Montana got a nearly 0 water bill in December, which was triple the norm. "I'm not wealthy, and I know a lot of people in San Diego have it worse than I do, and I don't know how they're making it in with these water bills," he said. Multiple neighbors are posting on Nextdoor.com saying they've also been getting outrageously high bills. Montana says he has complained for years about a lack of accessibility and transparency when it comes to raising issues with the city's billing. "They never give you a good answer for what the problem is," he said. The city is working to change that. This time, Montana called the city and the representative asked him to read his own meter, which was covered by dirt and condensation. He relayed the numbers, and the city adjusted his bill from nearly 0 to less than 0.Last month, the City Council voted to spend million to add transmitters to 250,000 meters across San Diego. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. RELATED: Team 10: California department does not maintain data on all foster care deathsThe grand jury issued nearly 10 recommendations to the county to improve the foster care system and ensure the safety of foster youth, including an annual study of abuse and mistreatment and a dedicated oversight board to investigate cases of abuse in foster homes. Currently, cases of abuse in the county's foster youth system are handled by a group of protective service workers and records clerks. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. The panel also recommended that the county study both current workloads for its social workers and overall turnover rates to improve recruitment and retention efforts. The study should also focus on how to increase interaction between social workers, foster youth and their foster families, according to the grand jury. 2740

(KGTV) -- In a document detailing devastation that could swarm California by 2100, the State of California Monday released its fourth climate change assessment.Some of the details divulged in the report include two-thirds of Southern California beaches the state says could completely disappear. And if that’s not enough, wildfires could nearly double in size by 2100, according to the California Natural Resources Agency.In a quote on the report, Governor Jerry Brown took a swipe at President Trump saying, “In California, facts and science still matter,” seemingly referring to the Trump administration’s stance on environmental issues. Brown went on to label the finding an “apocalyptic threat” in a dramatic response to the assessment.The report isn’t all doom and gloom, however, and offers a glimmer of hope as to how the state hopes to respond to the threat.Since the release of the third climate change assessment in 2012, the Golden State has experienced several history-making natural events, which include a five-year drought, flooding and increasingly-destructive wildfires.The report suggests that the extreme events will only continue to worsen in the future. 1201

  

SAN DIEGO (AP) — A federal judge has blocked U.S. Customs and Border Protection employees from conducting the initial screening for people seeking asylum. The ruling Monday has dealt a setback to one of the Trump administration’s efforts to rein in asylum. The government argued that designated CBP employees are trained comparably to asylum officers at U.S. Citizenship and Immigration Services, another agency within the Homeland Security Department. U.S. District Judge Richard J. Leon in Washington called that argument “poppycock!” The nationwide injunction will likely have little, if any, immediate impact because the government has effectively suspended asylum during the coronavirus pandemic. 709
