SAN DIEGO (KGTV) - San Diego rolls out the red, orange, yellow, green, blue, and purple carpet in July for thousands of people who will be attending the Pride Festival headlined by Melissa Etheridge. The event, held Saturday and Sunday July 13 and 14, will take place at Balboa Park’s Marston Point on the corner of Sixth Avenue and Laurel Street. Festivalgoers can enjoy performances from more than 100 entertainers on multiple stages, food booths, vendors, and exhibits. General admission is for a weekend pass, with discounts available online before the event. Teens and children high-school aged and younger can get into the festival for free. Tickets are available at the front gate box office when the festival is open. The following items are banned from the festival: Air Horns Alcohol Bicycles, Skates, Scooters or Skateboards (Store your bike at our free bike storage!) SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) — St. Augustine High School, an all-boys Catholic school in North Park, has filed a lawsuit against California Gov. Gavin Newsom and other state officials to allow the school to reopen for in-person instruction.The school says that after holding its summer school and athletic programs in-person for more than 400 students without any reports of COVID-19 cases, they are seeking to stop the state's enforcement against in-person classes during the pandemic this fall."At Saints, we don’t believe remote learning is sufficient to provide a quality education our students are entitled to and our families have come to expect," said Principal James Horne. "We are confident we can open our school safely, consistent with CDC and San Diego County health guidance. We ran a safe and successful summer school program and believe it is an indicator that we can safely return to school in the fall."The school says it adhered to the county's public health guidelines and safety measures during its summer programs, including required to face masks, social distancing requirements, air conditioning systems using UV lights to sanitize the air, and buildings and classrooms being regularly sanitized with an electrostatic disinfecting mist system.St. Augustine also said a distance learning option would still be offered for families who don't want to send their children back to school in-person."After appeals from many families to return to the classroom, Saints is pursuing the best way to offer opportunities that are the right fit for all its students and families," the school said. 1604
SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. Bork also raised concerns about mortgage forbearance being deducted from a landlord's owed rent should it go to court.A spokeswoman for Assemblyman Chiu says the bill is being amended to make sure that won't happen. 1761
