SAN DIEGO (CNS) - The San Diego Convention Center announced its planned road closure windows Wednesday for Comic-Con 2019, scheduled for July 17- 21.Harbor Drive will be closed to all traffic between First Avenue and Park Boulevard from 3-10 p.m. July 17, 7 a.m. to 10 p.m. July 18-20 and 7 a.m. to 8 p.m. July 21. The closure will affect all non-foot traffic, according to the convention center, including cars, bikes, skateboards and dockless bikes and scooters.Comic-Con attendees will also need a valid convention badge to access the convention center, its front drive and adjacent terraces and sidewalks. "It's by far the largest event we hold all year. SAN DIEGO (CNS) - The Center for Biological Diversity and Endangered Habitats League filed a joint petition Monday to protect Quino checkerspot butterflies -- now found only in southern San Diego County and southwestern Riverside County in the United States -- under the California Endangered Species Act.The petition, filed with the California Fish and Game Commission, notes that the Quino checkerspot was once one of the most common butterflies in Southern California. But with the rapid spread of urban sprawl, the butterfly has lost more than 75% of its historic habitat and in 1997 was listed as endangered under the federal Endangered Species Act."It's alarming that a butterfly that once filled the skies of Southern California is now only found in pockets of its former range," said Dr. Tara Cornelisse, an insect scientist at the Center for Biological Diversity. "Even more alarming is that some of those few critical patches of remaining habitat are slated to be developed. With insects declining at a frightening rate, we need to protect more habitat for endangered butterflies, not allow it to be carved up piece by piece."The Center for Biological Diversity is an Arizona-based nonprofit organization known for its work protecting endangered species through legal action and scientific petitions. The Endangered Habitats League is a similar organization focused specifically on Southern California.Despite federal protection, the Quino checkerspot butterfly remains at risk due to continued habitat destruction and fragmentation, climate change, nitrogen pollution, invasive species and lack of enforced protections, a statement from the center said.In the past decade, the butterfly has only been observed in 33 of 62 historic sites and only inhabits patches of southern San Diego and southwest Riverside counties, according to the center.It is a subspecies of the Edith's checkerspot butterfly and is distinguished by its checkerboard pattern of white and orange spots on its black wings.According to the activists, several major development projects totaling more than 6,500 acres and President Donald Trump's planned border wall could negatively impact the butterfly's remaining habitat."By first decreasing the butterfly's designated critical habitat and then allowing large-scale development projects within its few remaining strongholds, the Trump administration has failed to protect this endangered butterfly," said Dan Silver, petition coauthor and executive director of Endangered Habitats League. "To have a chance at surviving rampant development and other threats like climate change and invasive species, the Quino checkerspot butterfly urgently needs California state protection."Under the California Endangered Species Act, the California Department of Fish and Wildlife has three months to make an initial recommendation to the Fish and Game Commission, which will then vote on the petition at a public hearing. If the Quino checkerspot butterfly wins protection under the act, the state can enact its own protections. 3058

SAN DIEGO (CNS) - Police arrested two people and seized various merchandise from an illegal marijuana dispensary, an officer said today.Narcotics investigators served a search warrant at the dispensary, called Miramar Private Club, around 10 a.m. Thursday, San Diego Police Lt. The dispensary was operating in a building near the intersection of Spectrum Lane and Camino Santa Fe.Police arrested and issued citations to two employees for possession of marijuana for sale and operating a business without a permit.Officers seized six pounds of "high-grade" marijuana, more than 800 pounds of marijuana concentrates and edibles and ,300 in cash, Novak said.They also found information that led to the search of an apartment in Mission Valley, off Reflection Drive north of Friars Road, believed to be associated with the dispensary.There, officers seized an additional three pounds of marijuana, more concentrates and edibles and ,500 in cash.Narcotics detectives will continue to investigate illegally operating dispensaries in San Diego, Novak said."All owners and employees found operating these illegal businesses will be arrested and prosecuted," Novak said in the statement. 1222

  

SAN DIEGO (CNS) - The San Diego Airport Authority announced Monday that the Pacific Highway Economy parking lot will permanently close to the public the day after Christmas.The lot will be converted into employee parking, according to airport officials. The need for a new employee lot was brought on by construction of a new stormwater infiltration system at the south side of the runway, where employees currently park. The new system is part of the airport's Stormwater Management Plan to control and reduce pollution caused by the airport's day-to-day operations.Airport travelers will still be able to use the parking lots at both terminals, the Terminal 2 parking plaza and the airport's long-term parking lot. With the loss of the economy lot, the airport will have a parking capacity of 8,300 vehicles between the four lots.Travelers can find more information about parking at the San Diego International Airport at san.org/parking. SAN DIEGO (CNS) - Poll watchers will be permitted to observe election activities at polling stations countywide on Nov. 3, though COVID-19 related restrictions will limit the number of people allowed inside polling places.Social distancing requirements mean only about one to two observers might be rotated in and out of the polling places at any given time this year, Assistant Registrar of Voters Cynthia Paes said Thursday.The number of polling places in San Diego County has been reduced from 1,548 in March to 235 larger polling places that will be open for four days and are each expected to be staffed by about 15 county employees, Paes said.The role of poll watchers has garnered increased attention as part of the national discussion on voter fraud and voter intimidation sparked most recently by President Donald Trump's call at Tuesday's presidential debate for his supporters to monitor polling places on Election Day.Trump, who has frequently raised the specter of voter fraud and publicly expressed doubts over the security of mail-in voting, urged supporters Tuesday to "go into the polls and watch very carefully because that's what has to happen."Tony Krvaric, chair of the San Diego County Republican Party, said recruiting poll watchers is a typical practice, intended to ensure votes are cast and note any irregularities in the voting process."We always recruit for poll watchers and have done so for as long as I can remember," Krvaric told City News Service."Poll watchers help make sure Republicans who haven't voted are contacted and reminded to do so and keep an eye out for any irregularities. This is nothing new. Democrats presumably do the same."Krvaric said any such instances of irregularities are reported to local officials or the Registrar of Voters."Any voter irregularities could dilute legitimate votes cast," he said.Will Rodriguez-Kennedy, chair of the San Diego County Democratic Party, said he was confident in the San Diego County Registrar of Voters' ability to ensure a fair election process, saying there are "a number of processes (conducted) to verify a vote."Regarding Trump's allegations of voter fraud related to mail-in voting, Rodriguez-Kennedy called Trump's assertions "a falsehood," based largely in myth.Rodriguez-Kennedy told City News Service "mail ballot voting is safe and secure" and said its presence this election will increase overall voter turnout, something he said represented "a problem for this president."Of Trump's statements at the debate, he said his "intent is to sow discontent because he fears he is losing." 2592
