HAVANA, Nov. 12 (Xinhua) -- China has made a donation to Cuba to help the Caribbean country recover from the aftermath of Hurricane Sandy, officials said Monday.

"Since coverage for social assistance programs is expanding, we need more officials and funds to carry out related work, such as interviewing needy families and checking their qualifications," said Wu Jinliang, a NPC deputy from north China's Inner Mongolia autonomous region.

"The river's dirty water stank in the past. But now, wild fowl have reappeared," said Sun Jun, a villager who lives on the banks of the Liaohe River. He said local residents did not believe the river's water quality could be improved at the beginning.

The order was implemented on Monday evening to help combat the fourth round of heavy smog to hit the capital city in four weeks, Beijing Traffic Management Bureau said.

The government cooled the inflation rate to 2.6 percent year on year in 2012 from 5.4 percent in 2011. The rate eased further to 2 percent in January.
