SAN DIEGO (KGTV) — Now that a snowy storm is reaching San Diego County, many will head up to the mountains and East County to enjoy a taste of winter.That means trips up to Palomar Mountain, Mt. Laguna, Alpine, and Julian to frolic in the fresh, fluffy snow. But, that also means being prepared.Tire chains, four-wheel drive, extra supplies, and appropriate clothing are all a must. So is knowing exactly where you're allowed to stop off on land that's open to the public. The county's Department of Public Works posts road updates online on Facebook and Twitter. It's also recommended not to simply stop off the road to enjoy snow or hop fences into possibly private property. Laguna: For quick access to snow on Mt. Laguna, stop off at the Mt. Laguna Lodge. Numerous trails, including Big Laguna Trail and Sunset Trail, make the mountain perfect for checking out the snow off the roadside.Cuyamaca Rancho State Park: Enjoy the snow at Cuyamaca Rancho State Park at campsites like Paso Picacho or Green Valley, and they also include bathrooms, which families will likely find important. Or head to trailheads leading up to Stonewall Peak and Cuyamaca Peak or Lake Cuyamaca for a scenic view.Palomar Mountain State Park: Hiking trails and family campsites at Palomar are a great option for enjoying snowfall. SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

SAN DIEGO (KGTV) -- Police made a shocking discovery during a traffic stop in Del Cerro.The San Diego Police Department tweeted Wednesday: “You don't see this everyday. We made a traffic stop on a vehicle for expired registration in the Del Cerro area. During the traffic stop, officers located a cellphone shaped stun gun, a handgun and a real M203 grenade launcher in the vehicle.”Police did not say when the traffic stop occurred. SAN DIEGO (KGTV) - Police arrested two people following a pursuit through San Carlos Friday night.Officers say they responded to reports of gunshots near the San Carlos Recreation Center around 9:53 p.m. They said they tried to pull over a suspicious vehicle, but it took off. A five-minute pursuit took place before the suspect’s car crashed near the Jackson and Golfcrest Drives.The suspects rushed out of the vehicle, but one was caught after surrendering at a nearby taco shop.  The other one ran into a nearby housing complex. That suspect surrendered after about a three-minute standoff.Police say they found guns in the car. The suspect's names have not yet been released.  713

SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808
