WUHAN, Nov.15 (Xinhua) -- Russia and India Monday reiterated their readiness to coordinate with China as it prepares for the third BRIC Summit and related events in 2011.Russian Foreign Minister Sergei Lavrov and Indian Minister of External Affairs SM Krishna made the statements when they met with Yang Jiechi, Chinese Foreign Minister, on Monday.The ministers expressed their determination to work toward strengthening cooperation within the BRIC group, which was acquiring growing importance.During the meeting, Yang said the three countries could cooperate more in safeguarding security in the Asia-Pacific region.Yang said they should insist on common security, resolve disputes in a peaceful way and work together on non-traditional threats to make further efforts on regional security cooperation.The foreign ministers agreed to push forward trilateral practical cooperation and decided the next trilateral foreign ministers' meeting would be held in Russia in 2011."BRIC" is an acronym for Brazil, Russia, India and China.In recent years, the four nations have strengthened dialogue and cooperation, and held frequent exchanges of views on major issues in the international economic and development fields.During the second BRIC Summit in Brazil this year, Chinese President Hu Jintao announced the next BRIC Summit would be held in China in 2011.

BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

BEIJING, Dec. 28 (Xinhua) -- Chinese Minister of National Defense said on Tuesday it had reduced the country's military reserves forces from 600,000 to 510,000 men and women over the past five years.China has also reduced the number of people in its militias from 10 million to eight million during the same period, said Gen. Liang Guanglie in an interview with Xinhua.It is the first time the Chinese government has given the exact number of people in the reserve forces and militias. In times of emergencies, the reserve forces and militias can be ordered to assist China's 2.3-million regular troops, the People's Liberation Army (PLA).Although China has experienced around 30 years of peace, Gen. Liang said the PLA has never relaxed its military preparations and vigilance especially at a time when "regional military conflicts can not be ruled out."In times of peace, the PLA's reserves conduct regular military training and participate in non-combat military operations, such as disaster relief work.The minister said the PLA had pushed forward military reforms in the past five years to build a more powerful military with upgraded weapon systems and high-quality personnel.Currently, 80 percent of the PLA's officers have four years of higher education compared with 25.8 percent in 1998, Gen. Liang said.To improve the quality of military personnel, the Chinese government has encouraged university graduates to join the armed forces since 2009. More than 100,000 college graduates gained their uniforms in 2010.In the past five years, China has dispatched more than 13,000 United Nations-commissioned peacekeepers to carry out 13 U.N. missions around the world, according to Liang.The PLA also sent professional units to Haiti, Pakistan and other countries and regions for disaster relief efforts and to give medical aids and other humanitarian relief, he said.

BERLIN, Jan. 7 (Xinhua) -- China and Germany will ink 8.7 billion U.S. dollars worth of business deals during Chinese Vice Premier Li Keqiang's visit to Germany, Chinese Ambassador to Germany Wu Hongbo said here on Friday.Wu said at a press conference that Li was accompanied by some 120 Chinese business leaders on his current visit. The two sides are expected to sign 11 agreements and commercial contracts worth some 8.7 billion dollars, covering such fields as automobile purchase, financial cooperation, energy and machinery.Earlier on Friday, Li met with German President Christian Wulff and then held talks with Chancellor Angela Merkel.Li told the German leaders that China is a long-term and responsible player in European financial markets. BEIJING, Jan. 14 (Xinhua) -- Chinese Vice President Xi Jinping on Friday attended a graduation ceremony held by the Party School of the Communist Party of China (CPC) Central Committee.Xi, also president of the CPC's top Party school, awarded graduation certificates to the 682 officials who had finished the school's autumn semester and about 3,000 officials who completed studies at the school's four branches.Vice president of the school, Li Jingtian, called on the graduates to continue studying, implement the principles and policies at the 5th plenary session of the 17th CPC Central Committee and Central Economic Work Conference, as well as the concept of putting people first in the party's daily work.
