SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

The 21st Century Combined Arms Advanced Naval Technology Exercise is currently taking place at the Naval Information Warfare Center Pacific (NIWC Pacific). ANTX West 2019 is roughly two weeks long and features the brightest in the military, academia and industry demoing the latest advancements to see if they are ready for the battlefield. “This isn’t a trade show - this is ‘get people together let’s go do things and see how it goes,’” said Rear Admiral Donald Gabrielson, “this is innovation.” Much of technology of the the last several years has focused on human and machine interactions with virtual reality. “We can give feedback to the industry and say this is eligible for rapid prototyping or this needs some science and technology investment,” said Richard Byers, a systems engineer with the Navy. SAN DIEGO (KGTV) -- The FBI is investigating following a hazmat situation in La Jolla Thursday afternoon. According to authorities, the incident started around 1 p.m. on the 9400 block of La Jolla Farms Road near UCSD and the Scripps Reserve trail. Throughout the afternoon, people who appeared to be workers at the home could be seen sitting outside with bags wrapped around their lower legs. The unidentified substance is being cleaned up by hazmat crews and, at this time, it's unclear what led to the situation. Neighbors say the home was being rented out and a new tenant recently moved in.The Department of Environmental Health said they found a contaminant and that it is contained with no threat to the community.The final Hazmat crews left around 7:30 p.m. 798

SAN DIEGO (KGTV) - The mother of two children killed in a Rancho Bernardo condo fire last month wants to meet the person who called 911, a family friend says.7-year-old Isabella Lopez and her 10-year-old brother Christos died in a fire at Bernardo Terrace, October 28.The children’s funeral is November 10 and the friend who has been helping plan it says the kids’ mom wants to thank the 911 caller for giving her a final moment with her dying son.RELATED: Two children dead, father in critical condition after Rancho Bernardo fire“She didn’t get it with her daughter, but she got it with her son and that means the world to her,“ said Sam Trink, “If they didn’t call when they did, she would not have gotten an extra three minutes with her son.”The funeral is being held at Grace Point church in Del Mar Heights.
