BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

So we are very exposed to this risk," he told ABC News on Saturday.The Australia Capital Territory state government has proposed a trial prison needle exchange program in Canberra's correctional center, and Paul Cubitt, who currently works at the Alexander Maconochie Center in Canberra, said he has never seen so many syringes in a jail."Under a controlled regime it will actually take those needles that currently exist within a correctional center out of the environment, and prisoners will be more willing to use a clean item under a level of anonymity which then protects them and protects staff," he said.Meanwhile, The Community and Public Sector Union 's national secretary, Nadine Flood, agrees action must be taken to curb prisoner drug use.Dr Wodak noted that prison needle exchange programs have been operating overseas for over a decade with ten countries provide inmates with clean needles, and said it is shameful Australian prisons are lagging behind.

WELLINGTON, Oct. 17 (Xinhua) -- Parents wanting to help their children avoid asthma and other allergies are being told to give their toys a frosty reception by sticking them in the freezer.Medical scientists in New Zealand and Taiwan have discovered that freezing children's soft toys can kill almost all house dust mites (HDMs), the microscopic bugs associated with a range of allergies, including asthma.Other effective remedies for killing HDMs, commonly found in children's soft toys, were tumble drying and washing with eucalyptus oil and detergent, the scientists from New Zealand's University of Otago and Taiwan's Changhua Christian Hospital found.HDMs were strongly associated with the development of asthma in children, and the severity of asthma was in proportion to the number of house dust mites a child was exposed to when sleeping with soft toys, said a statement from the university Monday."Children frequently sleep with their favorite toys close to their airways and this may be important for HDM-sensitized asthmatic children," said University of Otago Associate Professor Rob Siebers.The scientists tested the three different cleaning methods on 36 toys divided into three groups of 12.Freezing toys for at least 16 hours at minus 15 degrees centigrade resulted in a 95-percent reduction of HDMs, as did soaking in an emulsion of eucalyptus oil and liquid detergent for one hour before rinsing and drying.Hot tumble drying for one hour reduced mites by 89 percent, the study found."Washing and soaking with eucalyptus oil and detergent is very effective in not only reducing live mites, but also reducing house dust mite allergens, compared to freezing and tumble drying," said Siebers.Ten of the 12 toys cleaned this way showed no live mites at all.Siebers said all three methods were more effective than just washing toys, because water needed to be above 55 degrees centigrade to kill HDMs, but this usually damaged the toys."My advice for parents is to either tumble dry for one hour, or freeze the soft toy overnight, and then wash it in a cold wash to remove any allergens."Siebers said the thickness of the material used in making the toys could alter the effectiveness of the three methods.The scientists would conduct further research to determine how quickly HDMs recolonized soft toys and how often toys should be treated.The study has been published in the European journal, Paediatric Allergy and Immunology.

  

NANJING, Dec. 8 (Xinhua) -- Chinese stargazers will have their best view of a total lunar eclipse in 10 years on Saturday if weather permits, the Zijinshan Astronomical Observatory under the Chinese Academy of Sciences (CAS) said Thursday.Wang Sichao, a research fellow with the observatory, said during the total eclipse, the full moon will not completely disappear from the Earth's shadow, but will take on a brilliant bronze color.He said the eclipse will be the best one seen in China since the last one occurred on Jan. 10, 2001."Theoretically, viewers can observe the eclipse from nearly everywhere in the country on Saturday," said the astronomer.He said the eclipse, the second this year, will last for 51 minutes. It will start at 8:45 p.m. and reach its climax at 10:06 p.m.Wang said Chinese viewers will have to wait until Oct. 8, 2014 to see the next total lunar eclipse.
