FALLBROOK (CNS) - A 28-year-old man was busted in Fallbrook for agreeing to purchase alcohol for a minor, authorities said Saturday.The man was arrested Friday night in a so-called "Shoulder Tap" operation and was the only one out of 20 adults asked by a minor decoy working with deputies who agreed to purchase alcohol for the teenager, according to Sgt. Nancy Blanco of the San Diego County Sheriff's Department.The suspect was arrested on suspicion of furnishing alcohol to a minor, which is a misdemeanor, she said.Two men, ages 24 and 25, who were with the suspect were also taken into custody for parole and probation violations, Blanco said.The minors also tried to purchase alcohol from retailers at five separate locations, but none of the locations sold alcohol to the decoy, she said. 803

(KGTV) — One person is dead after being hit by a vehicle in Encinitas late Saturday.San Diego Sheriff's Department reported just after 8 p.m. the person was struck in the 2500 block of S. Coast Highway 101. The driver involved remained at the scene and deputies do not suspect alcohol or drugs to be a factor.A Sig Alert for S. Coast Highway 101 was issued as deputies investigated. ESCONDIDO, Calif. (KGTV) - The 'Golden State Killer' arrest is shining the spotlight on a controversial DNA search known as Familial DNA.    In the summer of 2013, local communities were gripped by fear amid a string of unspeakable crimes.An unknown culprit dubbed 'The Creeper' entered five homes in Escondido and one in San Marcos, cutting screens, cutting the clothes of little girls and molesting them while they slept.The suspect left DNA at several scenes, but a search turned up no matches.  Ultimately the case went cold until detectives applied to the State Department of Justice - for a DNA familial search.In 2015, the mystery DNA profile was linked to somebody already in the system, a close relative of the suspect."They were able to determine through a familial search who the suspect likely was," said Deputy District Attorney Ryan Saunders.That suspect was Gilbert Chavarria, who recently pleaded guilty to a host of charges.  He was sentenced to 100 years to life in prison."Police did an excellent job gathering the evidence, but the leads were exhausted. Without the familial searches, we'd still be on our hands waiting," said Saunders.It marked the first use of the search in a local case.  Amid concerns from privacy advocates, Governor Brown in 2008 enacted a policy that familial DNA would be used only as a last resort.It's been rarely used but did provide the break in several serial killer cases, including the 'Grim Sleeper' case and now, the 'Golden State Killer' case.  In the latter, the mystery DNA was linked to a familial profile from an ancestry website.Some law enforcement experts tell 10News the recent cases could lead to a lot more requests for the DNA search.  Familial DNA also provided the break in the infamous 'BTK' serial killer case in Kansas. 1858

ESCONDIDO, Calif., (KGTV)-- Residents in Escondido shared their concerns Wednesday about the flooding on Country Club Drive.Neighbors said after every rain event, the street floods and closes, which creates not only an inconvenience but a safety hazard. There is no stop sign on Country Club Drive. But Jason Farr is at a stand-still. "I can't get in and out of our neighborhood," Farr said. Check 10News Pinpoint Weather ConditionsFarr and his family moved into the neighborhood a few months ago. They have already experienced the notorious flooding. Farr's concern is that Country Club Drive is the only way in and out of his community."If emergency crews need to get here… If there are a couple of feet of water on top of the bridge, that's one thing, but if there's more like I saw yesterday, they just won't be able to get in and out," Farr said. He said he has several elderly neighbors who no longer have the strength or speed to evacuate at once. The flooding also trap his children from getting to school. "We have to be constantly be deciding if we want to bring our kids to school. Because I do not feel comfortable dropping my kids off to school and them not being able to be picked up," Farr said. While the water receded overnight, by 8:30 AM Wednesday the water crested back over the road. Farr said his neighbors told him that the severity of the problem got much worse as new developments sprouted into the once lonely neighborhood. All the drainage is being funneled down hill,” Farr said. “We’re just the end of the hill, and we're paying the price for it."Farr said while this is a flooding issue now, come summer, this one way in, one way out street to his community will become a fire hazard. Federal investigators say the pilot of the helicopter that crashed in thick fog, killing Kobe Bryant and seven other passengers, reported he was climbing when he actually was descending. The National Transportation Safety Board said Wednesday that Ara Zobayan’s last transmission said he was climbing to 4,000 feet to get above clouds. But he actually was in a rapid descent into a hillside northwest of Los Angeles. The report confirms initial findings that the helicopter was functioning and does not offer a conclusion of what caused the Jan. 26 crash that killed all nine aboard.Video and photos from the crash site indicated that heavy fog was in the area at the time the helicopter crashed.The pilot of the helicopter, who was among the nine killed, has lengthy experience in the air. He had 8,200 hours of total flight time and 1,250 hours with the type of helicopter flown. He had completed the same route the day before, albeit in clear conditions. 965
