I was born and raised on the reservation, but my kids were not, so it's hard to instill the same teachings that I was brought up with," said Emerald Arnold, born and raised on the Navajo reservation.Children and adults dressed in colorful regalia for the powwow, which was held Saturday at the Harold J. We can have our rights restored, our heritage recognized."Native American veterans were honored at the powwow, including 102-year-old Joe Renteria, a World War II Navy veteran."It brings different people here, and it's just like a family reunion, that's what it amounts to."While each tribe has its own teachings, culture, and traditions, they come together as one at the powwow. "That's kind of what the goal is, is to try to teach our children, so our traditions and our culture doesn't die."On two Wednesdays a month, the Ballard Center holds dance classes open to all students and free of charge.They host cultural activities every Tuesday night. 1741

Eight months ago, the Amphibious Assault Ship USS Essex and two support ships, the Anchorage and Rushmore, set sail for the Western Pacific and Middle East.The deployment was of historic significance as the military's newest, multi-use fighter jet, the F-35B flew its first combat missions in support of U.S. troops. The Navy reported the jet supported troops in Iraq, Syria and Afghanastan but the exact nature of that support not being divulged at this point. However, the Essex commander confirmed armaments were used by the aircraft.Friday, the primary focus was hugs and kisses. The "official first kisses" involved two young sailors greeting their wives with long embraces. Fathers also met their babies in person for the first time. One dad told 10News it was impossible to put into words how good it felt to hold his new son. The infant, who seemed at ease in his father's arms, then gave a big smile. Sailor Rhett Orth also held his baby girl for first time. His sentiment shared by many, of how hard it is to be away from home but how amazing it feels to be back. SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227
