SAN DIEGO (CNS) - A suspected Russian hacker who allegedly ran an online platform where hackers could buy and sell stolen personal information has been arrested and is slated to be extradited to San Diego, the U.S. Attorney's Office said Tuesday.Prosecutors say Kirill Victorovich Firsov, 28, was the administrator for the DEER.IO platform, which provided hackers with access to virtual stores where they could buy or sell hacked and/or compromised financial corporate data, personally identifiable information and compromised user accounts. Hackers also allegedly used DEER.IO to advertise their services.DEER.IO has been operating since at least 2013, and provided users with a storefront for 800 rubles -- or about .50 -- per month, according to prosecutors. "Hackers are a threat to our economy, and our privacy and national security, and cannot be tolerated."According to a criminal complaint, the FBI purchased around 1,100 gamer accounts on March 4 from a DEER.IO store for under in Bitcoin, with 249 of the accounts stolen from an unidentified San Diego company that "operates interactive video gaming platforms, and sells related products and services."The following day, the FBI purchased more than 3,500 personally identifiable information accounts from a DEER.IO store for around 0 in Bitcoin, providing them with the names, dates of birth and U.S. Social Security numbers for multiple San Diego County residents."DEER.IO was the largest centralized platform, which promoted and facilitated the sale of compromised social media and financial accounts, personally identifiable information and hacked computers on the internet," FBI Special Agent in Charge Omer Meisel said. SAN DIEGO (CNS) - Military officials today publicly identified a U.S. Marine who was fatally injured in a weekend training accident at Camp Pendleton.Staff Sgt. Joshua Braica, 29, was behind the wheel of a MRZR tactical vehicle that overturned Saturday at the military station north of Oceanside, according to Maj. Nicholas Mannweiler of U.S. Marine Corps Forces, Special Operations Command. SAN DIEGO (CNS) - An outbreak of leptospirosis, a contagious bacterial disease, has been reported in dogs in the region, the San Diego County Health and Human Services Agency announced Thursday.Since October, 34 confirmed and probable cases of leptospirosis have been documented among local dogs, primarily in the Hillcrest and Mission Hills areas. Several dogs required hospitalization and at least one was euthanized.Boarding at kennels that allow dog-to-dog interaction is a major risk factor, though some ill dogs only had contact with other dogs at dog parks. The kennels that were linked to cases notified the owners of all potential contacts of diagnosed cases and closed for at least two weeks for cleaning and disinfection.Signs of leptospirosis in dogs are varied and can include fever, muscle weakness, vomiting, diarrhea, loss of appetite, low energy and frequent urination, which may be bloody.No human cases have been linked to this outbreak in dogs, but anyone who develops fever, headache, muscle aches -- especially in the back and calves -- or other illness after contact with a sick dog should see their health care provider.This week, the county sent a health advisory to local physicians and veterinarians about the outbreak.Leptospirosis is a disease caused by various species of spirochete bacteria called leptospira. These bacteria can infect multiple species of mammals, including humans, dogs, rats, mice, raccoons, skunks and opossums. The bacteria are shed in the urine of infected animals and may contaminate food, water, soil or bedding. Dogs and people can get infected through direct contact with skin abrasions, mucous membranes or by drinking contaminated water."When dogs visit kennels and parks and play, lick and sniff each other, they are at risk of getting these bacteria," said Dr. Wilma Wooten, the county public health officer. SAN DIEGO (CNS) - Eight people were selected to serve on the county's Independent Redistricting Commission, in a random drawing during today's San Diego County Board of Supervisors meeting.Commissioners will redraw boundaries for the county's five supervisorial districts by December 2021, based on new federal census numbers.Those chosen to serve are David Bame, Colleen Brown, Amy Caterina, Chris Chen, Sonia Diaz, Barbara Hansen, Arvid Larson and John Russ.Bame lives in District 1; Russ lives in District 2; Caterina is in District 3; Diaz, Hansen and Larson live in District 4; and Brown and Chen live in District 5.The redistricting process happens every 10 years. Andrew Potter, clerk of the Board of Supervisors, said the commission will have 14 members with the appropriate skills, and also reflect the county's political diversity.Using a raffle roll cage, Potter and two colleagues drew names from a pool of 59 qualified applicants. Nearly 300 people applied to serve on the volunteer commission.The commission will meet later this month, and choose six more members out of 51 qualified applicants. There must be a full commission seated by Dec. 31, according the county.The commission must hold at least seven public hearings, and at least one must take place in each supervisorial district.
