SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle. STORYFeb. 18, 2018: One dead, five injured in crash at Scripps Ranch-- A 90-year-old woman died and five others were injured after a head-on collision at a Scripps Ranch intersection. STORYFeb. 17, 2018: At least 1 dead in possible head-on crash in Sorrento Valley-- The driver of a Honda driving the wrong way was killed after colliding head-on with a truck on I-5 near Sorrento Valley Road. STORYJan. 31, 2018: Suspected drunken driver crashes head-on into unmarked CBP vehicle-- A woman accused of drunken driving was traveling northbound on southbound Fairmount Ave. when she crashed into an unmarked Customs and Border Protections SUV. STORYJan. 29, 2018: Injuries reported in wrong-way crash on Interstate 5-- A driver traveling the wrong way on I-5 in the National City area crashed into another vehicle, injuring two children. STORYDec. 18, 2017: 2 drivers injured in Tierrasanta wrong-way crash-- A PT Cruiser traveling the wrong way on Tierrasanta Blvd. crashed into a pickup truck, leading to injuries to both drivers. STORYOct. 14, 2017: Driver dies after head-on collision in Escondido-- One person was killed after police said a Saturn veered into the opposite lanes and collided head-on with a Toyota. STORYJuly 8, 2017: One dead in wrong-way I-5 collision in National City-- Two vehicles collided on I-5 in the National City area, killing one person and leaving both vehicles in flames. STORYJuly 7, 2017: 2 killed in wrong-way crash on Interstate 5 in Oceanside-- A Toyota Camry driving the wrong way on I-5 crashed head-on into a Toyota SUV. Both drivers died at the scene, the CHP said. STORYJune 27, 2017: Valley Center head-on collision leaves two dead-- An SUV crossed over the double line on Lilac Road and crashed into a Mercedes, killing two of its occupants. SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

  

SAN DIEGO (KGTV) -- Wendy Caceres smiled as two salon workers doted over her hair and makeup. It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself.On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes.The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent.It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care.The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum.To read the full report, click here. 1667
