TEHRAN, Sept. 29 (Xinhua) -- Senior Communist Party of China ( CPC) official Li Changchun visited Iran from Tuesday to Wednesday, met with Iranian leaders and stressed bilateral cooperation.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, conveyed sincere greetings and best wishes to Iranian people in a written speech issued upon his arrival at the airport early Tuesday morning.Iran is an ancient civilized country with a long history which has created the splendid Persian civilization and made important contribution to the development and progress of human civilization, he said.Exchanges between China and Iran began more than 2,000 years ago, and the ancient Silk Road witnessed the continuation and development of the friendship between the two countries, Li added."China values the traditional friendship between the two sides, and during my stay here I will meet and hold talks with Iranian leaders, exchange our ideas on boosting the bilateral relations, discuss new ways to promote political mutual trust and deepen mutually beneficial cooperation, and promote bilateral exchanges and cooperation in political, economic and cultural aspects to gain new achievements," he said at the airport.Li met here Tuesday morning with the Iranian president and vice president to discuss bilateral relations.When meeting with Iranian President Mahmoud Ahmadinejad, he thanked the Iranian leader for offering condolences to China when the country was hit by severe natural disasters, including the earthquake in Yushu, Qinghai province, and the mudslides in Zhouqu, Gansu province, and his attendance at the Shanghai Expo to celebrate Iran's National Pavilion Day.With joint efforts by the two countries in recent years, bilateral relations have maintained a good momentum, political mutual trust has been enhanced and bilateral trade cooperation has been widened, exchanges in culture, education and tourism have been expanded, and traditional friendship between the two peoples has been deepened.The two countries are faced with challenges as well as development opportunities regarding regional and world stability, tackling the impacts of the international financial crisis and boosting economic development, he noted.The CPC official said China is willing to cooperate with Iran to seize the opportunities to consolidate and develop bilateral relations in various areas.Li put forward a four-point proposal to develop bilateral relations, including maintaining high-level contacts and deepening political mutual trust, boosting pragmatic cooperation, strengthening cultural exchanges, and maintaining coordination in international affairs.Li and Ahmadinejad exchanged their views on international and regional issues of common concern.Li reiterated China's stance to solve the Iranian nuclear issue through negotiations. BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

TEHRAN, Sept. 28 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), on Tuesday visited the Confucius Institute at Tehran University, where he encouraged the Iranian students to constantly improve their Chinese level and become professional translators to make contributions to bilateral relations.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, told the Iranian students in the institute that he was moved by their strong interest in learning Chinese.While presenting some Chinese culture-experiencing equipment and books to the institute, Li, who is on an official visit to Iran, said he hopes the institute can use these books and equipment to promote its Chinese-teaching capacities.President of Tehran University Farhad Rahbar said the Confucius Institute has been playing a very important role in promoting Chinese teaching in Iran and boosting bilateral cultural cooperation, adding that the university is willing to further boost cultural and educational cooperation between the two countries.Li also watched performances about Chinese martial arts, poetry recitation and Chinese lion dance by the Iranian students in the Confucius Institute.After visiting Confucius Institute at Tehran University, Li went to the site of Metro line 4 in Tehran, which was jointly constructed by Iran and China.Li said the operation of the Metro line 4 is a product of the bilateral economic and trade exchanges, and he hopes that with joint efforts by the two sides the Metro line 4 can be turned into a line of friendship and cooperation between the two sides."I hope more achievements about our cooperation can be acquired in the future," he added.The Confucius Institute, the first in Iran, is co-founded by Yunnan University of China and Tehran University. VIENNA, Sept. 20 (Xinhua) -- The International Atomic Energy Agency (IAEA) needs to enhance its role in promoting the peaceful use of nuclear energy, non-proliferation and fostering nuclear security, a senior Chinese official said here Monday.Global revitalization of nuclear energy has brought more opportunities for the IAEA to play an even larger role in promoting the peaceful use of nuclear energy and technology, said Chen Qiufa, head of the Chinese delegation to the IAEA's 54th General Conference opened in Vienna.Chen, also director general of the China Atomic Energy Authority, told the conference that the IAEA should continue to strengthen technical cooperation for sustainable development of nuclear energy, and give heed to opinions of developing countries.On the issue of nuclear safety, Chen said the IAEA should continue to push forward the development of global nuclear safety and security legislation and standard system, to strengthen transfer of knowledge and exchange of experience, popularize and promote nuclear culture so as to increase public confidence in nuclear energy development.With increasing work load of nuclear verification activities, the agency should build its own technical capability while fully cooperating with member states and using their resources to achieve nuclear safeguards targets, he added.Chen pointed out that the IAEA should play an active role in addressing sensitive and hot-spot nuclear issues.He said China always holds that the nuclear conundrum on the Korean Peninsula and in Iran should be resolved through dialogues and negotiations.China also supported the IAEA and its director general to continue to play their due role to push forward the diplomatic settlement of these issues.

BEIJING, Nov. 3 (Xinhua) -- China has revised a regulation to protect patients suffering from work-related diseases by requiring employers to submit information needed for diagnosing workers.The Legislative Affairs Office of the State Council published the draft regulation on Wednesday concerning work-related disease patient diagnosis, which is a revised version of the current one, inviting public submission.According to a statement issued along with the regulation, in determining whether a patient suffers from a work-related disease, information about work-place hazards is needed. The revision has been made to ensure a diagnosis can be performed, even if employers do not provide information or provide falsified information.According to the draft, if employers do not provide information, or patients question the authenticity of such information, patients could apply for arbitration of labor disputes and arbitration authorities should handle the case within 30 days.Further, employers will be held liable if they fail to provide relevant information within the time period designated by the arbitration authority.Public submissions will be accepted until Nov. 19 on the website, www.chinalaw.gov.cn.
