BEIJING, Feb. 10 (Xinhua) -- China's State Council, or the cabinet, issued a notice Tuesday that urged governments at all levels to make every possible effort to expand employment.     The notice said that the deepening global financial crisis makes it more difficult to offer jobs for new labor force and unemployment risks continue to increase. In response, governments should adopt a more vigorous employment policy to maintain stable employment and social order.     Governments at all levels should give priority to employment of enterprise staff, college graduates, laid-off and migrant workers and demobilized officers.     They should take active measures to reduce employment burdens on enterprises and supervise their layoff activities to protect workers' legal rights.     If an enterprise's job-cutting plan involves more than 20 workers or more than 10 percent of the entire staff, the company should file a report to the local trade union or notify all staff 30 days before the layoff.     Tax authorities should offer exemptions, including turnover tax and individual income tax, to laid-off workers who started their own business and extend the exemption approval deadline to the end of 2009.     Enterprises that sign one-year or above contracts with laid-off workers and pay their social insurance fees will also be exempted from several taxes with the approval deadline also extended to the end of 2009.     Workers who fail to find employment by end of 2009 will be able to continue claiming social security subsidies for a maximum of one year.     The notice also required governments to improve employment services such as professional training, adding that new employment and unemployment rates would be key factors in assessing government success

BEIJING, March 11 (Xinhua) -- Chinese President Hu Jintao on Wednesday called on the armed forces to provide mighty support for national interests and social stability. The People's Liberation Army (PLA) and the armed police shall energetically speed up the modernization of defense, resolutely safeguard the country's sovereignty, security and territorial integrity, and provide a mighty support for national interests and social stability, Hu said.     Hu, also chairman of the Central Military Commission, made the remarks at a plenary meeting of PLA deputies to the National People's Congress (NPC), the top legislative body. BEIJING, April 14 (Xinhua) -- Chinese President Hu Jintao on Tuesday met with Papua New Guinea's Prime Minister Michael Thomas Somare.In their meeting at the Great Hall of the People in downtown Beijing, Hu said bilateral relations have made significant progress since both countries forged diplomatic ties in 1976, citing frequent high-level visits, deep political trust and fruitful cooperation in all fields.     Hu appreciated Papua New Guinea's unswerving adherence to the one-China policy and support on China's peaceful reunification. He proposed both countries step up mutually-beneficial cooperation in key areas such as trade, agriculture, forestry, fishery, transportation, resources and energy.     Hu said the Chinese government encouraged and supported Chinese businesses to invest and operate in Papua New Guinea.     Somare, who was here for an official visit, said Papua New Guinea cherished its relations with China, which was a sincere and reliable partner.     Somare said his country respected China's sovereignty and territorial integrity and adhered to the one-China policy.     He thanked China for offering generous assistance to his country for many years.     He said his country would like to work more closely with China on trade, energy, resources and construction.     Somare is to visit south China's Hainan Province for the 2009 meeting of the Bo'ao Forum for Asia (BFA) from April 17 to 19.

  

BEIJING, Feb. 15 (Xinhua) -- North China's severe drought is still threatening 104 million mu (6.9 million hectares) of farmland in north China, the Office of State Flood Control and Drought Relief Headquarters said Sunday.     The drought-affected farmland dropped only 6.41 million mu, compared to a day earlier, although the country is going all out to fight the worst drought in decades, including artificial rain.     Among the total affected farmland, 30.33 million mu was seriously threatened by the drought, though 940,000 mu less than a day earlier, and 4.21 million mu had dried out, according to the office.     In the meantime, 4.68 million people and 2.5 million heads of livestock are still facing water shortage.     About 88.42 million mu of winter wheat crops are suffering from the drought, 5.88 million mu less than a day earlier, in provinces of Hebei, Shanxi, Jiangsu, Anhui, Henan, Shandong, Shaanxi, and Gansu.     The respite was limited as there was no effective rainfall in the drought-hit winter wheat growing provinces Saturday, although 5.11 million mu of wheat farmland was watered by irrigation facilities.

  

SHENYANG, Feb. 18 (Xinhua) -- A senior Party official on Tuesday called for all-out efforts to safeguard fairness, justice and social stability, through improving the political and legal work and developing the law-enforcement sector.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks at a workshop on political and legal work and safeguarding stability in northeast China, held in Shenyang, the capital of northeastern Liaoning Province.     Zhou, who also heads the Central Political Science and Law Commission (CPSLC) of the CPC, made an inspection tour of the three northeastern provinces of Heilongjiang, Jilin and Liaoning from Feb. 11-16 and attended the workshop on Wednesday.     The senior Party official urged local authorities, political and legal departments in particular, to implement central government's policies and integrate their efforts to safeguard social stability with efforts to achieve economic development.     "Social stability relies on economic development," he said.     Zhou told local authorities to conduct an assessment on social risks before deciding on a new policy. Officials should visit communities and villages to hear complaints from the people and learn about people's will, so as to resolve contradictions and disputes at the grassroots level, he said.     The official urged leading officials and law-enforcers to play a role in protecting the dignity and authority of socialist legal system.     "Every citizen must express their will and protect their rights in a reasonable and lawful way, so as to jointly safeguard the general stable situation of reforms and development," he said.     Law-enforcement must always give top priority to the Party's cause, the people's rights and interests, and the Constitution and law, Zhou said. He urged law-enforcers to be a guard for the safety of people's life and properties as well as social fairness and justice.     The workshop was presided by Minister of Public Security Meng Jianzhu, who is also a state councilor and deputy secretary of the CPSLC.     Wang Shengjun, president of the Supreme People's Court, also spoke at the workshop.
