(KGTV) - Border officials highlighted their accomplishments Friday, saying the past year has hit some benchmarks."The past year has taken a tremendous toll on our agency, our agents and their families," Kathleen Scudder, Acting Chief Patrol Agent for the San Diego Sector said, referring to the thousands of migrants who traveled to the U.S.-Mexico Border in San Diego County.While a nearly 14-mile stretch of new bollard fencing was completed in August, from the beach to Otay Mountain, officials said their agents faced more attacks compared to the previous fiscal year."There were a total of 156 assaults on agents while performing their duties, agents endured 72 assaults the prior fiscal year," Scudder said.While arrests at the border have been down the last six months, drug smuggling has shifted to the water, Scudder said. Agents seized 3,273 pounds of marijuana, 1,284 pounds of cocaine, 3,918 pounds of methamphetamine, 288 pounds of heroin and 108 pounds of fentanyl "that could provide a fatal dose to 24 million people."Customs and Border Protection Agents shifted their role over the past year, providing much needed humanitarian aid for migrants from caravans. While agents faced national scrutiny for their treatment of migrants, Scudder described a show of kindness."Our agents persevered, often bringing items from their homes to care for small children and babies in their custody," she said.She described an act of heroism where an agent found two boys who were lost near Chula Vista. He found one of the boys unconscious, suffering from hypothermia. He wrapped the boy in his coat and hugged him, to provide body warmth until help arrived. The boy recovered and went home six weeks later.Scudder said she expects the downward trend in illegal border crossings to continue, thanks to the wall, agreements with agencies and Mexico, and Migrant Protection Protocol in place. Rains may generate mud and debris flows."The potential for debris flows being triggered is low to moderate. Waterway flows may be rapid and blockage and overtopping in waterways is expected. Roads may be flooded and impassable," a city release said. "People close to and immediately downstream of choke points may be endangered. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

SAN YSIDRO (CNS) - A 32-year-old man was wounded in a shooting early Wednesday morning in a San Ysidro parking lot, police said.It happened shortly after 3:45 a.m. on East Beyer Boulevard, north of Camino De La Plaza, San Diego police Officer Tony Martinez said.The victim had parked his vehicle in a public parking lot, then entered Mexico on foot through a pedestrian crossing, Martinez said. After the 32-year-old man returned from Mexico, a man confronted him and pointed a gun at him as he was getting into his vehicle."(The victim) ignored the suspect and the suspect shot at him numerous times," the officer said. "One of the bullets struck the front windshield of the vehicle and struck (the victim) in the chest."The victim called 911 and was taken to a hospital for treatment of his injuries, which were not believed to be life-threatening, Martinez said. The gunman fled the area on foot.The suspected gunman was described as a 6-foot Latino in his 30s, about 200 pounds, with a bald head and a goatee. San Francisco police say they will stop releasing the mug shots of people who have been arrested unless they pose a threat to the public. Police Chief Bill Scott says the new policy starting Wednesday is aimed at stopping the spread of negative stereotypes of minorities.
