BEIJING, March 17 (Xinhua) -- The People's Bank of China (PBOC), or the central bank, auctioned 50 billion yuan (7.61 billion U.S. dollars) of three-month bills at a yield of 2.7944 percent on Thursday, temporarily easing speculation of an approaching interest rate hike.The yield on three-month bills stood unchanged from last week at 2.7944 percent.Also, PBOC sold 60 billion yuan (9.13 billion U.S. dollars) worth of 91-day repurchase agreements to banks on Thursday with a yield of 2.8 percent.Offsetting the 181 billion yuan (27.55 billion U.S. dollars) of bills and repurchase agreements that matured, PBOC took 49 billion yuan (7.46 billion U.S. dollars) of liquidity out of the money market this week through open market operations on Tuesday and Thursday.Market analysts have been watching PBOC's open market operations closely this week as the yield of its one-year bill sold on Tuesday exceeded the benchmark interest rate of one-year deposits, which some analysts interpret as a reason for an imminent interest rate hike.Chen Lan, an analyst with Guotai Junan Securities, said higher yields on central bank bills would boost PBOC's ability to absorb liquidity from the market amidst the country's economic tightening efforts."But the hike of interest rates is not an imminent task for the central bank amid the slowdown of China's industrial investment in February, which weakened consumer confidence, and economic uncertainty overseas," Chen said.China's industrial value-added output grew 14.1 percent in the first two months of this year, the National Bureau of Statistics (NBS) announced on Friday.The growth rate during the first two months was up by 0.6 percentage points compared to that in December of last year, according to figures released by the NBS.Chen predicted that PBOC will reduce its frequency to raise banks' reserve requirement ratio in coming months but said the rate hike expectation would continue this year as the government is hoping to curb the red hot property market and soaring inflation.China's consumer price index (CPI), a main gauge of inflation, rose 4.9 percent year on year in February, adding more monetary tightening pressure to the government. 

BEIJING, Feb. 24 (Xinhua) -- The Standing Committee of the National People's Congress (NPC) will vote on draft laws on vehicle and boat taxes at the end of its bimonthly sessions on Friday.The group is also expected to vote on protecting the nation's intangible cultural heritage and a draft amendment to the Criminal Law.The Chairperson's Council of the NPC Standing Committee adopted the decision at a Thursday meeting presided over by NPC Standing Committee Chairman Wu Bangguo.The three drafts will undergo further deliberation and revision based upon the opinion of the members of the NPC Standing Committee before the laws are put to a vote.Under the draft law on vehicle and vessel taxes, there will be a reduction in taxes for vehicles with engines smaller than 2.0 liters, which accounts for 87 percent of China's cars. Vehicle owners would also be required to submit tax certificates in order to qualify for a road-worthiness certificate.

LOS ANGELES, May 20(Xinhua)-- Peter, a Chinese American who works for the post office in Rosemead, California, said he has been attacked by dogs twice in the past 10 years while delivering mails.He said as a mail carrier, he has to walk door to door to put mails into the mailboxes of the residents, and many times the owners were not at home but their dogs were too loyal to their duties and would see mail carriers like him as intruders."It is dangerous to be a mail carrier. The enemy is not humans but animals like dogs who have been generally seen as human's best friends," Peter, who asked not to identify his full name, told Xinhua.Mail carriers in the United States feel the real danger of being attacked by dogs while delivering mails door by door.Statistics released by the U.S. Post Office showed that 5,669 postal employees were attacked by dogs in 2010 in the United States. The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. The disabled are a very large group of people in China who need more attention... We need to study, revise and renew the government regulations on work-related injury insurance."Wen also encouraged Li to be optimistic in face of ordeals.Li, who graduated from Beijing Youth Politics College in 1997, was once a prize-winning amateur dancer.
