SAN DIEGO (KGTV) — A local whale watcher captured a rare sight off the coast of San Diego this week.A blue whale and its calf were captured on drone video by photographer Domenic Biagini Wednesday about 12 miles off the coast of Mission Beach.The beautiful sight isn't something many videographers have the chance to see, Biagini told 10News.RELATED: Thar she blows! That’s about it," he said.The large animals generally follow the path of krill in coastal waters, Biagini said. And an even smaller few to film something as intimate as I just did in what has to be some of the calmest conditions imaginable." 1572

SAN DIEGO (KGTV) — A man wielding a metal chain was shot and killed by a two-year veteran of the San Diego Police Department this week, the department announced Saturday.SDPD said 48-year-old Vaugh Harrison Denham, of San Diego, was shot and killed by Officer Corey Pitts after Denham refused to obey officers' orders to drop a machete he had reportedly used to attack someone Wednesday.Police said they arrived at a violent disturbance call involving a "machete-style" weapon in the 4000 block of Boston Ave. just after 5 p.m. Police found a 57-year-old victim with injuries that suggested he'd been attacked with an "edged weapon."ORIGINAL STORY: Police investigating fatal officer-involved shooting in SouthcrestThe victim was taken to a nearby hospital with non-life threatening injuries.At the scene, police tried to contact Denham around the corner from the initial scene. He was uncooperative with officers, police said, and a Taser was deployed after the confrontation escalated.Witness statements indicated Denham approached officers with a metal chain and refused verbal commands to stop by officers. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560

SAN DIEGO (KGTV) - A powerful new public service campaign called "End Family Fire" launched Wednesday by the Brady Center for Gun Violence Prevention aims to promote awareness for gun safety in the home. The center says eight children are hurt or killed in a firearm accident every single day in the United States. Carol Landale with the Brady Center says the goal of the campaign is to show people that something can be done. According to the center, more than four and a half million children live in homes with loaded and unlocked guns, and three in four know where the guns in their home are stored.The term, “Family Fire” was developed specifically for this campaign and refers to a shooting involving an improperly stored or misused gun found in the home that results in death or injury.The Brady Center’s goal is to introduce “Family Fire” into the vocabulary of the American public, much like "Designate a Driver" and "Secondhand Smoke Kills" became powerful and effective slogans for their respective causes.  1071
