SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges. SAN DIEGO (KGTV) — Bagging vegetables, opening boxes, organizing volunteers.Every month the parking lot at Unity Church in City Heights becomes a mini grocery store."Without this service a lot of people wouldn't even have a plate on the table to be able to say I had my meal today," said Chanae Jackson.Jackson started this food distribution several years back, partnering with Feeding San Diego to make it possible.She also found others who wanted to give back, including her friend Dede Jackson."You have hungry babies at home these places help they help they help feed your family," Jackson explained.Both women know how appreciated the groceries are because in addition to volunteering, they also take home food.They tell ABC 10News there's always been people lining up, but since COVID-19 hit, those lines have grown. Every month they serve roughly 70-100 people.Anyone can get food, no questions asked; they only need to be at least 18 years old. 960

SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SANDAG says community members worried about the potential loss of parking due to the project worked with officials to find solutions, and ultimately were able to provide a surplus of parking.The agency adds that it has modified construction schedules to best minimize its impact on businesses currently using temporary outdoor setups to operate under coronavirus restrictions along Fourth and Fifth Avenues.Construction on the project is expected to be finished in 2022. During construction, nearby residents and businesses can expect intermittent lane closures, parking restrictions, construction noise, and dust. SAN DIEGO (KGTV) - Controversial Heisman Trophy winner Johnny Manziel made an unexpected appearance in San Diego Thursday.Manziel threw passes during the "Pro Day" at the University of San Diego, where NFL scouts gathered to evaluate some Toreros seniors. They also took notes on the former Texas A&M star.Manziel, who currently lives in the L.A. area, has been working with San Diego-based quarterback guru George Whitfield, Jr. on his game.He flamed out after just two seasons with the Cleveland Browns.Manziel’s personal troubles include an arrest for disorderly conduct, an altercation with his girlfriend, and time in rehab for an unspecified issue. SAN DIEGO (KGTV) -- Caltrans maintenance crews closed the westbound Interstate 8 connector to northbound state Route 67 at 9 p.m. Thursday night, but lanes were reopened at 5 a.m. Friday morning. The closure took effect for guardrail repair, according to Caltrans.Signs were posted to direct motorists on westbound I-8 to exit at West Main Street and turn left to eastbound I-8 to SR-67.Motorists were reminded to be work zone alert and slow down when approaching Caltrans vehicles with amber flashing lights.Caltrans says Californians can expect more roadway improvement projects like this made possible by the recently passed Road Repair and Accountability Act of 2017, Senate Bill 1.  715
