GUANGZHOU, May 31 (Xinhua) -- A total of 311 children have been rescued in a crackdown on child smuggling in south China's Guangdong Province over the past year, police authorities said Monday.Police arrested 645 people in 276 child smuggling cases from April last year to May 25 this year, said Zhai Kaixia, deputy director of the criminal investigation department under the provincial public security department.The nationwide DNA database designed to tracing missing children and cash rewards for information were instrumental in the crackdown, Zhai said.Zhai said the DNA database had helped reunite a boy in Shantou City with his parents in Kunming, capital of southwestern Yunnan Province, 11 years after he was sold to a man surnamed Chen for 13,800 yuan (2,020 U.S. dollars).The reward for tip-offs leading to the arrest of a suspect is 5,000 yuan and 10,000 yuan for information leading to the rescue of a child. The reward for a tip-off was capped at 50,000 yuan, he said.

On the Chinese side, the outsourcing of IT by state enterprises has only started recently. There is a potential waiting to be tapped, which would happen only by connecting Chinese users to Indian providers.As a reshaping of the global architecture is underway, evident in new groupings like the G20, BRIC, BASIC and the East Asia Summit, Krishna said as developing societies, India-China convergence is manifest on issues like climate change and global trade rules."We have to accept that there will be outstanding issues between the two countries even as our relationship forges ahead. The true test of our maturity is how well we handle our problems," said Krishna.A number of dialogues and forums already exist between India and China where both sides discuss bilateral, regional and global political issues, including boundary question, trade matters and water management."Regular meetings lead to better communication, more understanding and confidence," said Krishna, encouraging an "intensive and sustained engagement" between the two systems.As to media speculation that India and China have a "competitive" relationship, Krishna said it is up to the two countries to disprove such scenarios by "concrete examples of cooperation".As this year celebrates the 60th anniversary of China-India diplomatic ties, Krishna told a reception later Tuesday that his country would take the opportunity to renew cooperation, engagement and understanding between the two peoples.

XIAMEN, Fujian, June 6 (Xinhua) -- Two foreigners were killed and another injured in an aggravated debt dispute Saturday night in the coastal city of Xiamen in east China's Fujian Province, local police said.The dead included a woman from Venezuela and a man whose nationality was not unknown yet.The other foreigner, who was a suspect as the police said, was hospitalized for injuries. His nationality was not confirmed either.The police did not reveal if there were other people involved in the case.Initial investigation showed the homicide was triggered by a debt dispute. One dagger had been found on the scene, near the Marco Polo Hotel on Jianye Road.It was unclear when the homicide happened, but local police said they received a report about it at 9:52 p.m.Local police were still investigating the case.
