(AP) — Officials at the nation's tallest dam unleashed water down a rebuilt spillway Tuesday for the first time since it crumbled two years ago and drove hundreds of thousands of California residents from their homes over fears of catastrophic flooding.Water flowed down the spillway and into the Feather River as storms this week and melting snowpack are expected to swell the lake behind Oroville Dam in the foothills of the Sierra Nevada, said Molly White, principal engineer with the California Department of Water Resources.The spring storms follow a very wet winter that coated the mountains with thick snowpack, which state experts will coincidentally measure Tuesday to determine the outlook for California's water supplies. Heavy winter rain and snow has left the state drought-free for the first time since December 2011, experts say.The dam's main spillway "was designed and constructed using 21st century engineering practices and under the oversight and guidance from state and federal regulators and independent experts," Joel Ledesma, deputy director of the department's State Water Project, said in a statement."We spent the last two years restoring full functionality of the spillway. We expect it to run as designed," Ledesma said during a news conference.The original spillway on the 770-foot-high (235-meter) dam, which is 150 miles (241 kilometers) northeast of San Francisco, was built in the 1960s.In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows.Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream.The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.In January 2018, an independent panel of dam safety experts released a nearly 600-page report that blamed the crisis on "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.Repairs have cost .1 billion. California requested about 9 million from the Federal Emergency Management Agency for the fixes, but the federal government has rejected 6 million of those reimbursements. U.S. officials say the dam's upper gated spillway was damaged prior to the heavy rain two years ago.Local water agencies are already paying some of the repair costs, and they would cover anything not paid by the federal government. 2703

OKLAHOMA CITY, Okla. -- Police have identified the man accused of firing a gun at an Oklahoma City restaurant on Thursday evenign. Police say Alexander Tilghman, 28-years-old of Oklahoma City, opened fire Thursday at 6:30 p.m. local time at Louie's restaurant on Lake Hefner. In an update sent around 9:30 a.m. police say officers found Tilghman dead outside the restaurant. Police say he was shot by two citizens.Witnesses say the men were yelling at the suspect to put his gun down, but he had large headphones on and was pacing near the restaurant. Witnesses say the suspect raised his gun at the men, and that's when the armed citizen shot Tilghman.Police say three people were shot: A 39-year-old woman and two female juveniles. All three are reportedly in good condition.A fourth person was injured, according to police, after falling and breaking his arm after the shooter started firing his gun.Oklahoma City police are holding a press conference at 11:30 a.m. local time.  1024

Organizations across the country are working hard to ensure underserved communities have the medical services they need to keep them healthy this flu season.Health experts say the flu vaccine can help prevent further COVID-19 complications, leading to a major effort to expand treatment, testing and vaccine availability for low income communities. "We've taken the results of our efforts and we are working with clinicians and community leaders and patient and provider organizations to educate, to promote strategies for increasing flu vaccination by providers," said Dr. Laura Lee Hall, the President of the Center for Sustainable Healthcare Quality and Equity, which is part of the National Minority Quality Forum. She and other experts have been working over the last two years to come up with a better way to promote flu vaccination in communities of color."We should enhance efforts for flu vaccination so as to minimize the risk of serious respiratory illnesses in the population and the toll it can take in the healthcare system. We all know that COVID has disproportionately impacted people of color so they may be even at increased risk," said Dr. Hall. The group is hoping to boost flu vaccinations up to 40%.Emergency physician Dr. Kenny Banh, who is also the Assistant Dean of Undergraduate Medical Education at UCSF-Fresno, has been leading the university's mobile health and learning unit in Fresno, CA. This year, they're using million in Cares Act funds to expand COVID-19 testing and healthcare to underserved areas, in particular, communities of color."Besides the fact that it's the feel good and they deserve it and I believe everyone deserves a right to healthcare, but the reality is, it's very hard to understand for a lot of people where they're coming from. A lot of them are disenfranchised," said Dr. Banh.Dr. Banh says just opening up a clinic with free testing in an underserved community doesn't mean local people there will use it. He says many are fearful of physicians who don't speak their language or don't look like them. They can be worried about what testing implies. Hence, the major effort to serve and educate from all aspects."We offer free COVID testing but also we offer free contact tracing and social support services and other preventive health. Meaning, we’re giving out flu shots, we're doing HIV tests. We also concede for your general medical care, blood pressure, diabetes free of cost, no charges for anyone that walks through the door," said Dr. Banh.Dr. Banh adds, they have several clinics across different communities in Fresno, hoping to ultimately test 8,000 people for COVID by the end of 2020. Dr. Laura Lee Hall says not taking care of underserved communities during the pandemic can have grave implications this winter."Living in an environment where social determinants of health are really imperfect and worse than that. So, what has the result been to date? It has been shorter lives. I mean, let’s be clear. Lifespan is shorter for people of color," said Dr. Hall. Ohio's Attorney General and the U.S. Marshals Service announced the results of Operation Autumn Hope on Monday — a month-long, multi-agency crackdown focused on sexually-based crimes in the state.According to press releases from the U.S. Marshals and Ohio Attorney General Dave Yost, the operation netted hundreds of arrests for various sex crimes and the "physical recovery" of dozens of missing children throughout the month of October.In its press release, U.S. Marshals Service said Monday that "Operation Autumn Hope" took place "during the month of October," and Yost said in a press release that the operation involved "more than 50 law enforcement agencies" at the local, state and federal level.Throughout the month, Yost said that during the operation, 109 human trafficking victims were referred to social services. It's unclear how many people, if any, were arrested and charged with crimes relating to sex trafficking.Both Yost and the U.S. Marshals also said that 45 "missing or exploited children" were "physically recovered." Of those cases, at least one — that of a missing 15-year-old girl — was confirmed to have been linked to a human trafficking case. It's unclear if any of the other missing children cases involved human trafficking.Yost also said that throughout the month-long operation, 22 people were "apprehended" for seeking to have sex with a minor. It's unclear how many of those will face charges, but among those who are facing charges include "a pastor, students, and a rehabilitation resident advisor."Finally, Yost said that 157 men across the state were arrested "on charges of soliciting and other crimes."Students from Case Western Reserve University's Human Trafficking Law Project were partners in the operation. Ten faculty, law students and masters-level social work students met with survivors in the field and offered free legal representation and social services referrals."This experience allowed our students to witness firsthand a prime example of the inter-professional collaboration that is critical to anti-trafficking efforts," said Laura McNally-Levine, associate dean for Experiential Education at Case. "Participants gained insight into the incredible toll this heinous crime takes on its victims, and observed the difference that can be made by providing survivors with access to legal and social services. OCEANSIDE, Calif. (KGTV) - A man died Thursday in an Oceanside home after a fistfight with a relative, police said.Officers were called to the home in the 600 block of Arthur Ave. at 7:17 a.m. because of an argument between two men in the front yard. When police arrived, they found Nestor Jurado, 37, not breathing. Jurado was pronounced dead at the scene."It appears he died as a result of the injuries he sustained during the fight," Lt. Kedrick Sadler said. Police arrested 35-year-old Joel Cardona and booked him into the Vista Detention Facility on a murder charge.Sadler said the reason for the fight is unknown and no weapons were found at the scene. Jurado's sister told 10News Cardona is their mother's cousin. 763
