SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717

  

SAN DIEGO (KGTV) -- Officials with Marine Corps Air Station, Miramar announced Saturday that a second Marine has tested positive for coronavirus.Capt. Matthew Gregory told 10News that the patient is currently being isolated and receiving medical support aboard the base."The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation," officials said.The identity of the Marine is being withheld due to privacy restrictions, but Gregory said the Marine resides on base and was not on leave."The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing," said Gregory.The news comes after it was reported Thursday that a Marine stationed at MCAS Miramar had tested presumptive positive for coronavirus after returning from leave in Washington state. The patient was visiting family which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.Both cases are currently in isolation and being quarantined in an empty barracks that was designated to treat potential cases of Covid-19, according to Gregory. "Both are fine and doing well," said Gregory.MCAS Miramar is one of four bases outside of California used as quarantine sites for individuals returning from overseas, including U.S. citizens that were evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship that was brought to Oakland last week. The quarantined passengers are being treated by staff with the Centers for Disease Control and Prevention.Neither of the two infected Marines had any contact with the cruise ship passengers, according to Gregory.Gregory noted that MCAS Miramar officials had taken measures earlier this week to prepare for potential cases. He said the base implemented similar practices used by the CDC to treat service personnel."We're using the same protocols," said Gregory. "We proactively emptied out a barracks for own isolation and quarantine."Naval Medical staff are treating the two Marines, said Gregory.STATEMENT FROM MCAS: A second Marine stationed at Marine Corps Air Station Miramar has tested positive for COVID-19 and is currently being isolated and receiving medical support aboard the base. Marine Corps Air Station Miramar has notified the county public health agency of the positive test and will continue to take prudent precautions to ensure the service member and any individuals who had contact with the Marine are aware and taking the appropriate steps for self and follow-on care. The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation. The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing. The test was found positive approximately 24 hours later and the Marine was placed into isolation in a barracks room aboard Miramar designated for quarantine by service personnel. The health and safety of our military service members, their families, and our San Diego neighbors is the paramount concern of the command as the events around COVID-19 continue to unfold. We continue to work closely with our federal, county, and city partners to ensure we do everything we can to mitigate the effects of the virus and prevent more cases from arising. SAN DIEGO (KGTV) - One of San Diego's hottest restaurant groups is suing the City of San Diego, in part, for negligence. The owner of Little Italy’s The Crack Shack and Juniper & Ivy gave 10 News an exclusive interview regarding allegations that the city failed to remedy issues which led to last summer’s massive water main break that flooded much of the area. “It seems the city is using a ‘whack-a-mole’ approach,” says restaurant owner Michael Rosen when asked about the city’s way of addressing underground piping issues.  Rosen’s Juniper Hospitality restaurant group in suing the city for negligence, negligent interference with economic advantage and prospective economic advantage, and inverse condemnation. According to the recently filed lawsuit, before the July water main break, “…the defendants were working within the area and had left temporary water pipes above ground, which were being run over by hundreds of cars a day, for approximately six months with no further attempt to repair or remove…The Defendants issued a ‘quick fix’ to the problem in lieu of fixing the unstable water main which resulted in the massive rupture that occurred.” “This is what happens when you ignore a problem for so many months,” he tells 10 News. Rosen claims more than 400 reservations had to be canceled. “We likely lost 30 to 40 thousand dollars in revenue for the day and it was a very busy day,” he adds. “It’s just mind-boggling,” says Adam Babin of Power Keg Athletics. Babin’s CrossFit studio was destroyed beyond repair. He believes he lost more than 0,000 in property, alone. “Hands down, this was the toughest and most mentally and emotionally [difficult] situations I've ever had to deal with in my life,” he adds.  “It definitely hurt my business for sure,” says Rebecca Hyde-Edwards of Hyde Edwards Salon and Spa. Hyde-Edwards, Babin and Rosen say they have yet to receive adequate responses from the city after submitting their damage claims.  "This is a destination area and [the city] should look out for all the businesses that make it what it is,” adds Hyde-Edwards. A City of San Diego spokesperson tells 10News the city has received 28 claims and paid out .5 million to date. Only 3 of the 28 claims have been resolved. It reports that claimants have not submitted all of the supporting documentation, so not all claims have been paid. Timeframes for payments are reportedly done on a case by case basis and vary depending upon when all the supporting documentation is received and evaluated by the City.  The city’s aging water system infrastructure has wreaked havoc. More than 0 million have been spent in the last 5 years to repair and replace more than 100 miles of piping. Rosen tells 10News he’d be happy to drop his lawsuit if the city had a comprehensive plan to fix Little Italy’s crumbling piping. “It’s our expectation and justifiable fear that we'll have to close many days in the future unless this is really addressed,” he says of his restaurants.  A city spokesperson reports the broken section of pipe in Little Italy was immediately replaced after the flooding. The city’s 0.95 mile pipeline replacement project in that area was reportedly completed last summer. A spokesperson for the city says there are no additional plans for pipeline repairs or replacement for that immediate area.  The city will not respond to the lawsuit.
