SAN DIEGO (KGTV)-- President Donald Trump announced in a tweet that he is rolling back on federal fair housing requirements, saying suburbanites will no longer be "bothered" by low-income housing. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. Enjoy!"While this may seem like a blow to local affordable housing advocates, Russell believes this tweet is more of a political stunt to appeal to Suburbanites outside of California."Housing policies are largely enacted at the local level. At the state and local level," Russell said. "The state has reaffirmed its commitment to fair housing time and again."Encinitas has been a local municipality with a history of resisting affordable housing. But in the last few years, Russell says it has started to turn the corner.With or without this change in the federal mandate, he says municipalities here, still must continue to follow local rules."Regardless of what the man tweets, it's not going to change the way the State of California does business," says Russell. 2153

San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO (KGTV): Dreamers across San Diego have a week's worth of rallies, protests and programs planned on Community College Campuses.Students under the Deferred Action for Childhood Arrivals program, or DACA, say it's time to come out of the shadows on campus and show their fellow students, teachers and administrators the role they play."DACA students are here, Dreamers are here, and they’re here to stay," says Miguel Mellado, a DACA student at Southwestern College."We have to really stand up and say we’re here, we’re proud, we’re working hard, and we deserve more," he says.Mellado's parents brought him to America when he was eight years old. He didn't learn he was undocumented until middle school. He says it left him feeling isolated.His desire to find community, and help others do the same, is what led him to help organize this week's "Undocumented Students Week of Action."Events begin Monday at City College, Mesa College, Miramar College and Southwestern College. The San Diego Community College District has already announced their support of the programs.An estimated 1,000 undocumented students are enrolled at those colleges."DACA recipients are some of our hardest working and brightest students, and it is our duty to advocate on their behalf," said San Diego Mesa College President Pamela Luster."Clearly, these deserving students who came to the U.S. as children, who have not been convicted of any crimes and who are earnestly seeking an education to improve their lives, are tremendous assets to our community."But that support has upset some people in San Diego who feel DACA students take opportunities and resources away from other students.Raul Rodriguez, Jr., the California Coordinator for America First Latinos, told 10News that taxpayer-funded schools shouldn't be supporting events like this since the students were brought into the country illegally.Meanwhile, the DACA Act is tied up in courts, after President Trump announced an end to the act in September of 2017. Mellado says he and his fellow Dreamers shouldn't wait for the government to solve the issue."I don’t believe policy helps that much," he says. San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. They could kill the bill if they think it will cost the state too much. 1653

  

SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. RELATED: Self-driving ship travels from San Diego to Hawaii with no one aboardOnce underwater it's the instruments that are crucial to navigation, especially sonar. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained.
