MOSCOW, Aug. 26 (Xinhua) -- Russia will carry out two unmanned test launches of Soyuz carrier rockets in the coming fall before delivering crews to the International Space Station (ISS), local media reported on Friday.Citing a source, RIA Novosti news agency said that one of the Soyuz rockets was scheduled to send a new Progress M-13M space freighter to the ISS.On Wednesday, a Progress M-12M cargo ship failed to reach the orbit after the engine of a Soyuz-U carrier rocket turned off during the ascend. Soon after the accident, Russia announced it will temporarily ground all Soyuz rockets.Due to the accident, Russian space authorities have put off Thursday's launch of a Soyuz-2 carrier rocket from the Plesetsk Space Center in northern Russia and a launch of a manned space ship from Baikonur space center in Kazakhstan.After the retirement of the U.S. shuttle fleet, Russia's Soyuz spacecrafts have become the only way for astronauts to reach the ISS until at least the middle of the decade.

WASHINGTON, Aug. 18 (Xinhua) -- Black scientists were significantly less likely than their white counterparts to receive research funding from the National Institutes of Health (NIH), according to an analysis of data from 2000 to 2006.University of Kansas Professor of Economics Donna Ginther was the lead author on the study commissioned by the NIH, which will appear Friday in journal Science.The researchers found a 10 percentage point gap in research funding -- even after taking into consideration demographics, education and training, employer characteristics, NIH experience and research productivity. For example, for every 100 grants submitted to NIH, 30 grants from white applicants were funded, compared to 20 grants for black applicants.Applications for NIH funding go through peer review that considers the significance, innovation and approach of grant applications, the investigator(s) and the research environment. About half of the applications are determined to be worth scoring. Among those scored, budgets and NIH Institutes priorities determine which applications are funded. Priorities can vary by year and by Institute.The study found that applications from black researchers were less likely to be scored and on average had worse scores. After controlling for the score of the grant, there were no race or ethnicity differences in funding.Applicants self-identify race, ethnicity and gender, but that information is not available during the peer review. However, biographical facts that are included in the review materials can provide clues to the identity of the applicants.The research suggests it is possible that cumulative advantage may explain the funding differences."Small differences in access to research resources and mentoring during training or at the beginning of a career may accumulate to become large between-group differences," the paper says.Additionally, the paper suggests further research is needed to determine why black researchers are less likely to be funded.NIH Director Francis Collins and Principal Deputy Director Lawrence Tabak call the findings unacceptable and commit to immediate action by the NIH."NIH commissioned this study because we want to learn more about the challenges facing the scientific community and address them head on. The results of this study are disturbing and disheartening, and we are committed to taking action," said Collins in an accompanying commentary. BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.
