(KGTV) — NASA announced partnerships Tuesday, including one with Carlsbad business Vulcan Wireless, to advance Moon and Mars technology.Thirteen U.S. companies will work with NASA to fast-track "space technologies and help maintain American leadership in space." Now NASA hopes their partnership will help increase connectivity for deeper space missions."When you have a spacecraft floating out there, if you don't have a data link it's a brick right? So we provide the communications," Lynaugh explained it's similar to how your Wifi modem works at home.In Vulcan Wireless's Lab, you'll find the same technology NASA uses."When we close this thing down and we lock it we're able to pump all the air out of it so we can simulate space environment with this," Lynaugh said. They have a machine that simulates heat, extreme vibrations, a vacuum among other equipment.All this to ensure their equipment is prepared for space. The transceiver is equipped with rechargeable batteries, fueled by solar panels, and compact, making it ideal for NASA, military and commercial projects. Lynaugh launched Vulcan Wireless in 1993. (KGTV) - A brush fire broke out Friday afternoon in the hills east of Burbank.Burbank firefighters and police officers closed roads near Sunset Canyon Drive and Harvard Road about 2 p.m.The location of the fire is above a residential neighborhood. CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. Buried at the core of "Mulan" is the concept of deception. Deceiving others for the perceived greater good, deceiving an overzealous enemy and even deceiving one's self at a steep price.All of them are at play in the long-awaited, oft-disappointing live-action remake.There are some things going for the oft-dull film.Director Niki Caro, who proved adept at inspirational tales with "Whale Rider," "North Country" and "McFarland, USA," has a pulse on the heart of the feminist fable, about a woman who masquerades as a man to protect her family and homeland. The visuals are dynamic, and the casting is note-perfect.Martial arts legends Jet Li, Donnie Yen and Gong Li play significant roles, and the cinematography and choreography often recalls exaggerated, Ang Lee-style theatrics.The core of the film -- that Mulan could convincingly trick her military comrades into thinking she's a man -- falls flat. While Liu Yifei thrives with the athletic ability and emotion needed in the lead role, the makeup department did her no favors. She looks more like a supermodel than a rough-hewn male soldier. Scenes in which men assume her gender are unintentionally funny.The new "Mulan" takes a more somber and serious tone than the original, swapping out the Eddie Murphy-voiced comic relief dragon Mushu for a CGI Phoenix, and subduing most musical moments in favor of tense, overly dry brooding.It's been a long and rough wait for superfans. Originally slated for a July 24 release, the movie was bumped to August 21, before landing September 4 on Disney+ as a early access add-on. It will be free on the app December 4, and unless you're a superfan, you're best off waiting until then.At least fans will be able to be mildly disappointed in the comfort of their own homes, and be able to hit pause if they get a little drowsy.There is impressive artistry at work. The film is every bit as gorgeous and sweeping as Disney's best live-action remakes: "The Jungle Book" and "The Lion King."Add this one to the pile of disappointing live-action remakes of Disney classics, along with "Aladdin," "Dumbo," "Alice in Wonderland," "Lady and the Tramp" and "Beauty and the Beast."The movie's legacy may well be what it does for boosting Disney's app and changing the way studios sell movies to the public.
