SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. SAN DIEGO (KGTV) — Heavy rains and wind across San Diego County hit one Coronado business particularly hard.The Coronado Tree Farm had only been open for about a week before Thursday's Grinch of a storm rolled through the area, heavily damaging the small farm at the ferry landing. The farm posted on Facebook that it would have to close for the season, before it could fully deliver some Christmas joy."Sad to say that the Tree Farm has to be closed down," the farm wrote. "The rain destroyed all our inventory and commercial props, generator, hay, games, prizes, tables, fencing, tents etc... We would have to start all over again in order to run it."Steve Albert, co-owner of the Coronado Flower Lady, told 10News they tried to curtail any damages but the weather simply took hold."I started trying to get everything I could under the big tent, and while I was doing that, one would break lose, and then another one," Albert said. "The whole thing is just kind of anchored together. The whole thing just went."Some of the trees and decorations are in good condition and will be offered up to anyone. SAN DIEGO (KGTV) -- Firefighters were able to extinguish a brush fire they believe was sparked by an unknown group in City Heights Wednesday. According to San Diego Fire-Rescue, the blaze started in a canyon on the 3200 block of 42nd Street around 1:30 p.m.Crews were quickly able to stop the fire’s forward rate of spread while firefighters remained on scene to ensure there were no hot spots. No one was injured and no structures damaged, but the blaze did scorch an acre of land. Video sent to 10News shows residents in the area spraying water throughout their yards as flames crept up the nearby canyon. The metro arson strike team ruled the fire arson after witnesses said "juveniles were seen in the canyon before the fire started." 746

SAN DIEGO (KGTV) -- Dozens of San Diegans are calling on the City Council to take action after they say a decision to let people live in their cars is creating homeless camps in their neighborhoods. Sarah Bonesteel has lived in the Pacific Beach area for 20 years. “It’s ruining the neighborhoods,” Bonesteel. Lately, she says camps of people living in their vehicles are destroying the lifestyle for people who live in the area. “It can be 5 or 6 of them all together on a block. I pay a lot to live here by the beach, and it’s ruining the environment.”It’s been about a month since San Diego’s City Council voted to repeal a decades-old ordinance that prohibited people from living in vehicles on city streets. Now, it’s legal again and some residents aren’t happy about it. “There’s pedophiles close to the schools, we can’t take kids to the library anymore. Off the 94 near Webster, RVs and giant vans line the street, one even equipped with a satellite dish. Frustrated San Diegans like Bonesteel have even created a coalition to try to fight the change. Residents have been sharing photos and stories, like one woman who says her kids witnessed people beating each other outside a van. Another man says teachers at a local preschool are extremely concerned. In Ocean Beach, one woman captured a photo of a dilapidated school bus. “We’re trying to compile information, pictures of it all, so that we have it documented.”Some people living in their RVs told 10News off camera that they don’t have any other options. But how far has the repeal gone? 10News found people on Airbnb trying to rent out vans with “an ocean view.”“We had joked about them maybe doing that, and then there’s been ads and it’s like holy crap, they’re actually going to rent it out,” Bonesteel said. “This is going too far.”Bonesteel has a message for San Diego’s City Council. “Please think about what you’ve done.”10News tried to reach out to councilmembers about the issue, but haven’t heard back. SAN DIEGO (KGTV) – Fixing San Diego’s streets was one of Mayor Kevin Faulconer’s top priorities when he took office, and now he believes they’re on schedule to reach his goal of repairing more than 3,000 miles of roads.About a decade ago, it took crews an entire year to get about 24 miles of street repairs done in the city. Now, crews are averaging 25 miles of street repair a month.Kris McFadden, director of San Diego’s Transportation & Storm Water Department, said the pandemic helped them get the work done without causing much backups on the roads.“We staggered working times, people coming in different times. So, we were able to do a lot of repairs, especially when people weren’t driving on the roads,” said McFadden.Faulconer said, “When I ran for mayor, there was no issue that San Diegans complained about more than streets, so we have been on a mission over the past six years to bring smooth streets to neighborhoods across the city. We overhauled the repair program to speed up fixes, made record investments in street repair, and are on pace to fix half of all City streets by the end of the year. The robust program we now have in place fixes hundreds of miles annually and I strongly encourage the next Mayor to keep the pedal to the metal until every San Diegan can experience a freshly paved street outside their front door.”In a news release, city officials said crews “completed repair work on some of the City’s busiest streets including completing repairs to North Harbor Drive, Fairmont Avenue, Montezuma Road, and a network of streets in Mission Bay that have not seen a major facelift in nearly two decades. Construction on Scripps Poway Parkway is underway and anticipated to be completed in December.”Even though the city is on track to repave half of the its entire street network by the end of the year, City Councilmember Vivian Moreno said there’s more work that needs to be done, specifically on dirt and gravel roads in neighborhoods like Stockton.Moreno sent ABC 10News a statement that read, in part: “These dirt streets are vestiges of the past maintained by policies that are over six decades old.”The city says they’re looking at this request, but the plan is to finish the repairs that have already been scheduled to meet the goal by the end of the year. 2308
