ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county. Many came to witness the damage. 10News spoke to a man who brought his children to the arson scene saying this was a teachable moment.It was a real-life lesson that Yusef Miller never thought he would teach his sons Naeem and Dario at their home mosque. Exactly one week ago, Miller led an interfaith prayer vigil in Escondido's Maple Street Plaza, after a gunman killed 50 Muslims at two New Zealand mosques in a terror attack. But that was 6,900 miles away. The fire was steps from his home. "We didn't anticipate that this would happen here, and so soon after our prayer vigil," Miller said. Escondido Police said what happened early Sunday morning was a targeted arson. The perpetrator left graffiti, referencing the New Zealand attacks. This act of terrorism already had Escondido Police on high alert."Immediately following the shooting at the New Zealand mosque, and informed the folks here locally, and said we will be doing extra patrols," Lt. Chris Lick of the Escondido Police Department said. But clearly, it was not enough. Sunday morning at around 3:00, someone set fire to the side wall of the Islamic Center of Escondido. ESCONDIDO, Calif., (KGTV) — Farmers in North County are reacting to the President’s new immigration plans. 10News spoke to an avocado farmer out of Fallbrook at the San Diego County Farm Bureau annual luncheon in Escondido Saturday morning.Charles Wolk owns Bejoca Company. The avocado growers said long hours in the hot sun is not easy work. He said farm work requires skill. “Farm workers are not unskilled,” Wolk said, contrasting the President’s definition of skilled laborers.On Thursday, President Trump said he wants a “big portion” of immigrants to come into the United States through a merit system. Points will be awarded to immigrants who are English-speaking, highly skilled workers like doctors and engineers, and to those who have jobs already lined up. These immigrants are not people who could become Wolk’s employees. “What he said is not going to help fill the need for agriculture labor,” Wolk said, especially because many of his employees, who have been with him for more than 30 years, are aging out.“They are getting older, and they’re literally retiring. And there’s nothing coming in behind them, whether it’s immigrant or people in the United States,” Wolk said. “We just don’t have any relief in sight,” San Diego County Farm Bureau Executive Director, Eric Larson, said. “Our challenge is convincing the President and the members of Congress that agriculture is a skilled labor, and we need those workers here.”Wolk has looked into other avenues of finding workers. For example, there is the H-2A Visa, which allows immigrants to come to the United States, specifically for seasonal agricultural work. It requires employees to provide free housing, food, and in some cases, transportation. “The H-2A Program is cumbersome and expensive, especially for a small employer,” Wolk said. So at this point, he says he has no Plan B.But Wolk is optimistic. He believes legislators will realize the importance of American agriculture.
